공론화 위원회를 통한 2022 대입제도개편 평가

국문 초록

본 연구에서는 선행연구를 통해 도출된 사례분석 준거(①운영주체의 중립성·전문성·독립성(자율성), ②참여자의 대표성(포괄성), ③공론화과정의 숙의성·공정성·소통성(투명성), ④합의결과(권고안)의 성찰성·수용성·실행성)를 활용하여 2022 대입제도 개편 공론화를 평가하였다. 평과 결과 운영 주체의 독립성 및 합의결과의 실행성이 확보되어졌다. 하지만 운영주체의 중립성 및 전문성이 결여되고, 참여자의 대표성이 미흡하였다는 점, 공론화 과정의 숙의성 및 공정성이 결여되고, 대입제도개편에 대한 공론화도입의 대국민적 설득과정이 부족해 소통성이 결여되었다는 점, 합의 결과의 성찰성 부족과 수용성 결여라는 많은 한계를 내포하고 있었다. 따라 이에 대한 주요 개선점으로 다음과 같은 사항을 제시하였다. ①운영주체의 중립성과 전문성 확보, ② 참여자의 대표성(포괄성) 확보, ③숙의기간의 충분한 확보, ④공론화에 대한 기본원칙 수립, ⑤사안에 대한 적절한 공론화방식의 선택, ⑥명확하고 타당한 설문방식의 도입, ⑦이성적 논의과정을 걸친 합의안 도출 ⑧ 공론화에 대한 필요성 및 목적에 대한 대국민적 이해와 공감을 얻기 위한 사전 설득과정 노력.

영문 초록

In this study, reorganization of the 2022 University Admissions System was evaluated using the case analysis criteria(① impartiality, professionalism and independence(autonomy) of the operating body, ② Representation(inclusiveness) of participants, ③ deliberation, fairness, and communication(transparency) of the process of public deliberation, ④ introspection, acceptance and practicability of proposal of recommendation) derived from the preceding study. The review and results ensured independence of the operating body and the practicability of the proposal of recommendation. However, there were many limitations to the lack of impartiality and professionalism of the operating body, lack of sufficient representation of the participants, lack of deliberation and fairness in the public deliberation, lack of public persuasion on the reform of the university entrance system, and lack of communication, and lack of introspection and acceptability of the consensus results. As a major improvement, the following points were presented: ① Securing the impartiality and professionalism of the operating body, ② Securing the Representation(inclusiveness) of participants, ③ A sufficient guarantee of the period of deliberation, ④ Establishment of basic principles for public deliberation, ⑤ The proper selection of public deliberation on an issue, ⑥ Introduction of clear and relevant questionnaires, ⑦ Derivation of a consensus through a rational discussion process, ⑧ Efforts to persuade the public to gain public understanding and sympathy for the need and purpose of public opinion.
