국문 초록

목적 시대가 변화함에 따라 학교 운동부에 대한 여러 가지 정책을 제시되고 있지만, 학교 현장에서는 여전히 여러 가지 문제점과 갈등이 발생하고 있다. 이 연구의 목적은 학교 운동부 정책 변화가 현장에 안착 될 수 있도록 학교 운동부 문제점을 들여다보고 학교 운동부 발전방안을 모색하는 것이다. 방법 연구 목적을 달성하기 위한 연구 방법은 문헌 분석과 현장 조사이다. 학교 운동부 운영과 관련된 대한체육회 및 교육부 추진계획과 자료를 수집하였으며, 학교 운동부 현장 관찰과 주체들과의 면담을 통해 자료를 수집하고 분석하였다. 결과 학교 운동부 정책의 현장 안착을 위한 방향으로 첫째, 학교 운동부 정책에 대한 교육공동체의 인식 전환으로 정책에 대한 지속적인 교육 및 홍보가 필요하고, 둘째, 학교와 지역(마을)을 연계한 학교 운동부 운영을 위한 시스템 구축이다. 결론 학교 운동부 발전을 위해서는 교육공동체 인식 전환과 학교 안 한계를 벗어나 지자체, 체육회, 교육청 관계자 등 학교와 지역(마을)을 연계하여 안정되게 운영할 수 있도록 제도적 장치 마련이 필요하다.

영문 초록

Objectives As times change, various policies are being proposed for the school athletic department, but there are still many problems and conflicts at the school site. The purpose of the study is to look into the problems of the school sports department and find ways to develop the school sports department so that changes in the school sports department can be settled on the site. Methods Research methods to achieve research objectives are literature analysis and field investigation. The plan and data related to the operation of the school sports department were collected and analyzed through on-site observations of the school sports department and interviews with the subjects. Results In order to settle the school athletic department policy on site, first, the education community s awareness of the school athletic department policy needs continuous education and promotion of the policy. Second, it proposed the establishment of a system for the operation of the school athletic department Conclusions In order to develop the school athletic department, it is necessary to establish an institutional system to convert awareness of the education community and operate it stably in connection with schools and regions (villages) such as local governments, sports associations, and education office officials.
