학교 교육프로그램의 외주화 현상 분석

국문 초록

목적 이 연구는 전통적인 교육활동, 특히 학교운동회가 ‘외주’라는 형태로 학교 밖의 기관들에 맡겨지고 있는 현상들을 이해하고자하는 문제의식에서 출발하였다. 이를 위하여 교사들에 의해서 주도되었던 학교운동회가 어떤 과정을 거치면서 외주화되었는 가를 살펴보고 그 특성은 무엇이며, 그것이 향후 학교교육에 어떤 시사점을 주는 지를 살펴보고자 하였다. 방법 연구의 목적을 달성하기 위하여 언론기사 DB에서 1995년부터 2018년까지를 대상으로 관련기사를 검색하였으며, 운동회의 외주화와 관련된 교육계 인사들을 대상으로 면담조사를 실시하였다. 면담자는 예비면담을 거쳐 연구 주제와 관련된 정보를 잘 알고 있다고 확인된 12명을 심층면담 대상자로 선정하였다. 면담을 통해 수집된 자료는 반복적으로 읽으면서 비교 분석을 실시하였으며, 자료의 특성에 따라 자료의 범주화를 실시하였다. 범주화된 자료는 동료 연구자의 자문을 거쳐 재범주화하면서 구조화하였다. 범주화된 자료는 연구내용에 따라 다시 분류하여 분석한 후에 연구 문제에 맞추어 재구성하였다. 결과 연구의 결과를 정리하면 다음과 같다. 첫째, 학교에서 운동회의 외주화는 시작 시점을 특정할 수는 없으나 2000년을 전후해서 시작되어 자연스럽게 확산되고 있다. 둘째, 5.31교육개혁과 전교조의 교육민주화 운동은 학교조직 문화의 합리적 변화를 초래하였을 뿐만 아니라 학생중심의 교육과 교육과정 중심의 학교개혁을 이끌어냈으며, 이는 운동회의 개편에 대한 압력으로 작용하였다. 셋째, 교원정년단축에 따른 교직의 인구구성의 변화는 민주적 학교문화와 결합되면서 운동회 업무의 외주화를 추진하는 과정에서 주요한 요인으로 작용하였다. 넷째, 이벤트형 운동회는 대중매체의 인기와 더불어 확산되면서 빠른 속도로 학교의 운동회 프로그램으로 자리 잡았다. 다섯째, 학교운동회의 외주화는 부분적 위탁에서 시작하여 전면적인 외주화로 발전해가는 추이를 보인다. 결론 연구의 결과에 따르면 학교운동회의 외주화는 그것을 통해서 학교 경영 혹은 교육적인 목적을 실현하려는 전략적 필요에 의해서 진행된 것은 아니며, 기업이나 정부 부문의 외주화 와는 다른 특성을 보인다. 이는 운동회의 외주화가 외주의 장점을 극대화하기 보다는 단점이 드러나지 않도록 하는데 더 많은 관심을 기울이고 있었다는 사실에서 단적으로 드러난다. 그리고 이는 곧 학교운동회가 갖는 교육적 의미나 기능에 대한 철학의 부재와도 관련된다고 할 수 있다.

영문 초록

Objectives The purposes of this study were to understand the phenomena in which school sports associations are entrusted to private companies in the form of “outsourcing.” This study sought to understand the background of outsourcing the school sports event, which was led by teachers, and the characteristics of outsourcing, and how outsourcing will affect future school education in the future. Methods In order to achieve the purpose of the study, related articles were searched in the press article DB (Big Kinds) from 1995 to 2018, and interview surveys were conducted on school staffs related to outsourcing sports associations. Results The results of the study are summarized as follows. First, outsourcing of sports events in schools cannot be clearly identified, but it began around 2000 and is spreading naturally. Second, the 5.31 educational reform and the Korean teachers union-centered educational democratization movement led to a reasonable change in the school s organizational culture, as well as student-centered and curriculum-oriented school reform, which changed the nature of the sports association. Third, the change in the population composition of teachers due to the reduction of the retirement age of teachers was a major factor in the process of outsourcing sports association work, combined with democratic school culture. Fourth, the event-type sports day has rapidly become a school sports day program with the popularity of the mass media. Fifth, outsourcing of school sports events is a trend that begins with partial entrustment and develops into total outsourcing. Conclusions This study has shown that outsourcing of school sports conferences was not driven by a strategic need to implement school management or educational objectives through it. This inference is confirmed by the fact that more attention is paid to outsourcing of sports events to ensure that their shortcomings are not revealed rather than maximizing the advantages of outsourcing. And this disproves the fact that school sports day is being held without reflection on the meaning or function of school education.
