특수학교에 접수된 행정기관 공문서 분석을 통해 살펴본 코로나19 관련 교육적 대응 실태

국문 초록

목적 본 연구는 서울과 경기지역 교육과 관련된 행정기관에서 발송한 코로나19 관련 공문서 분석을 통해 특수학교에서의 코로나19 대응 양상을 살펴보고 이를 기초로 향후 교육행정기관이 수행해야 할 바람직한 감염병 상황 대처를 위한 시사점을 제공하고자 하였다. 방법 이를 위해 서울과 경기도 소재 2곳의 특수학교에서 접수된 공문서를 주제어로 검색하고 2차에 걸친 검토 과정을 거쳤다. 이후 서울 126건, 경기 165건의 교육과 관련된 행정기관에서 발송한 공문서를 지역, 학교급, 대응 단계, 대응 내용별로 분석하여 결과를 도출하였다. 결과 그 결과 교육행정기관의 코로나19에 대한 특수교육 대응 지원에 있어서 감염 예방/대응과 학습 지속을 위한 대응에 편중되어 공문서가 집행되고 있는 것으로 나타났다. 또한, 교육행정기관은 특수학교에 대하여 코로나19 상황에 필요한 교육과 연구를 지원하기보다는 코로나19 관련하여 행정적 규제 등의 관리와 감독 기능에 집중하여 지원하고 있으며, 외부기관에서 요구하는 각종 자료의 제출과 전달에 더 큰 노력을 기울이고 있음을 알 수 있다. 결론 따라서 교육행정기관은 단위 학교를 지원해 주는 지원 기능 중심으로 전환되어야 함을 시사하고 본 연구 결과를 바탕으로 향후 또 다른 재난 상황이 닥쳤을 때 특수교육과 관련한 어떠한 대응 및 지원이 필요한지 논의하였다.

영문 초록

Objectives This study analyzes the official documents related to Corona-19 received from special schools located in Seoul and Gyeonggi-do, and examines the Corona-19 response patterns carried out by the educational administration agency. It purposed to provide implications for coping with desirable infectious disease situations that institutions should undertake. Methods After searching for official documents in each of the special schools in Seoul and Gyeonggi-do, 126 cases in Seoul and 165 in Gyeonggi-do were selected through two review processes. The selected official documents were analyzed to derive the results by region, school level, response level, and response content. Results The results were found that the official documents were being executed in response to the prevention of infection and continuing learning aspect, in support of the educational administration s response to the special school. In addition, the educational administration agency focused more on the management and supervisory functions of administrative regulations related to Corona-19 rather than supporting education and research in the Corona-19 situation for special schools. Conclusions The results were suggested that the educational administration agency should be transformed into a support function that supports the school at a higher level of educational services. Based on the results of this study, we discussed what kind of responses and supports for special education is needed in the event of another disaster.
