학교-지역사회 및 일반교육-특수교육 연계를 중심으로 살펴본 교육소외 및 교육격차 해소 방안

국문 초록

본 연구는 교육소외 및 교육격차에 대한 각 분야 전문가의 개별 심층 인터뷰를 통해 관련 전문가들이 제안하는 교육소외 및 교육격차의 해소 방안은 무엇인지 종합적으로 도출하는 데 목적이 있다. 총 10명의 교육소외 및 교육격차와 관련된 전문가를 대상으로 개별 심층 인터뷰를 실시하여 그 결과를 분석하였다. 도출된 결과는 교육소외와 교육격차에 대한 재개념화의 필요성과 교육소외 및 교육격차 해소방안에 대해 정리하였다. 세부적으로 교육소외와 교육격차 해소방안으로는 교원양성체제 관련한 개혁, 학교현장 및 현직교원의 전문성 신장 및 관점의 전환, 마을교육공동체나 평생학습도시를 위한 지역사회 적극 협력, 마지막으로 행·재정적 차원에서 본질적 정책 수립을 위한 부처 간 협력이 제안되었다. 이러한 결과를 바탕으로 향후 교육소외 및 교육격차 해소방안 마련을 위한 논의와 제안을 제시하였다. 종합적으로 학교-지역사회 연계, 일반교육-특수교육 연계 협력에 대한 이해, 또한 특수교육 수혜를 받을 수 있는 학습자에 대한 필수적인 확장적 이해를 실제화하는 방안이 도출되어야 함을 역설하였다.

영문 초록

The purpose of this study is to comprehensively derive measures to resolve education alienation and education gap suggested by related experts through individual in-depth interviews of experts in each field on education alienation and education gap. Individual in-depth interviews were conducted for a total of 10 experts related to education alienation and education gaps, and the results were analyzed. The results are summarized as follows: the necessity of reconceptualization of education alienation and education gap, and education alienation and measures to resolve education gap. In detail, educational alienation and measures to bridge the educational gap include reforms related to the teacher training system, improvement of the professionalism of the school field and incumbent teachers, and a change of perspective, active cooperation with the local community for village education communities or lifelong learning cities, and finally, from the administrative and financial level. Cooperation between ministries to establish essential policy was proposed. Based on these results, discussions and proposals for preparing measures to resolve educational alienation and education gaps in the future were presented. In general, it was emphasized that a plan for realizing an essential broader understanding of learners who can receive special education benefits, as well as an understanding of school-community linkage, general education-special education linkage cooperation, should be derived.
