국문 초록

본 연구의 목적은 트랜스로그 비용함수 기법을 활용하여 환경기술에 대한 공공 R&D 투자의 성과를 분석하는 데에 있다. 주요 분석결과에 따르면, 환경 R&D 프로젝트들의 효율성과 생산성이 대체로 낮은 것으로 나타났다. 그리고 본 연구에서는 논문출판이나 특허등록과 같은 연구성과를 설명하는 과정에서 평균 비용 절감과 효율성 향상을 위해서는 환경 R&D 프로젝트의 규모를 확대할 필요성이 있는 것으로 나타났다. 아울러 환경 R&D 분야에서는 생산성 향상, 비용의 공급탄력성, 규모의 경제, 투입 수요의 교차가격탄력성, 모리시마 대체탄력성의 변이(차이)가 크다는 것을 본 연구에서는 잘 보여주고 있다.

영문 초록

This study evaluates the performance of public environmental research and development (R&D) investment, using a translog cost function approach. Empirical findings indicate that environmental R&D projects failed to achieve efficiency and productivity gains. The results of this study also show that the size and magnitude of an environmental R&D project need to be expanded to save average costs and to improve efficiency, when accounting for both measures of output such as the number of peer-reviewed articles and the number of patents obtained. In addition, this study found large variations in productivity gains, supply elasticity of cost and economies of scale, own- or cross-price elasticity of input demand, and Morishima elasticity of substitution across environmental project research areas and across R&D research launching agents.
