국문 초록

한국의 조각공원과 조각 작품은 공공미술을 통해 자연과 조각 작품이 어우러져 각각의 지역을 대표하는 문화와 예술 전시 및 휴식 공간으로서 자리매김 했을 뿐 아니라 개발정책 이후 우리나라의 도시환경을 개선하고 삶의 질을 향상시켜주는 역할을 해주었다. 그러나 국가 정책과 대중의 요구에 의해 빠른 양적 성장을 이루었으나 시민 의식의 미성숙, 제도적 장치의 부재, 예산과 전문 관리 인력 부족 등으로 인해 조각공원과 공원 내에 설치된 조각 작품은 훼손되고 방치되어 본래의 의미를 잃어가고 있다. 이에 본 연구에서는 전북지역에 조성된 6곳의 조각공원 및 작품의 보존현황을 실사를 통해 조사해보고 보존방안을 제시해 우리나라 조각공원에 설치된 작품의 보존을 위한 기초 연구자료를 축척하고자 한다. 조사 결과 관리 주체가 명확하였음에도 불구하고 구속력이 없는 법적, 제도적 장치로 인해 공원 정비 및 관리는 부실하게 이루어지고 있었다. 또한 공원 내 설치된 조각 작품은 보수 및 보존처리가 전혀 이루어지지 않아 공원의 보존, 관리와는 다르게 훼손, 방치되어지고 있었다. 이는 야외 조각 작품은 대형 작품이고 현대적 작품이라 내구성이 좋으며, 일회성이라는 잘못된 인식으로 인해 보수 및 보존처리 등의 사후 관리가 전혀 이루어지지 않고 있는 것으로 판단된다. 이러한 조각공원의 조성 및 설립 의의를 되살리고 작가가 의도한 조각 작품 본래의 예술성, 독창성, 전달성 등을 회복하기 위해서는 제도의 개선과 지속적이고 체계적인 보존, 관리가 이루어질 수 있는 전문 인력과 예산 확보, 성숙된 시민 의식의 전환을 위한 교육, 전시, 홍보 등이 필요하다. 이를 바탕으로 조각공원이 관리되고 작품이 복원된다면 대중은 다시 돌아와 조각공원의 조성 의미에 맞는 효과를 가져 올 수 있을 것으로 판단된다.

영문 초록

Sculpture parks and sculpture in Korea have been harmonized with nature and sculpture through public art, establishing themselves as cultural and artistic exhibitions and resting spaces representing each region, as well as improving the urban environment and the quality of life in Korea after the development policy. The sculpture park played a role in the improvement. However, although rapid quantitative growth was achieved due to national policy and public demand, the original meaning of the sculpture park and the sculpture installed in the park was damaged and neglected due to the immaturity of citizens, the absence of institutional devices, and the lack of a budget and professional management personnel. Therefore, t his study aimed t o accumulate b asic r esearch data for t he preservation of works installed in Korean sculpture parks by investigating the preservation status of six sculpture parks and works created in the Jeonbuk region through due diligence and suggesting preservation plans. Despite the management body being clear as a result of the investigation, the park maintenance and management were inadequate due to legal and institutional arrangements that were not binding. In addition, the sculpture installed in the park were not repaired or preserved. Therefore, unlike the preservation and management of the park, they were damaged or neglected. It is judged that outdoor sculpture works are large-sized works and have good durability as they are modern works, and post-management such as repair and preservation has not been carried out due to the false recognition of one-off. To revive the significance of the creation and establishment of such a sculpture park and to restore the original artistry, originality, and transmission of the sculpture intended by the artist, the institutional improvement, continuous and systematic preservation, and management of professional manpower and budget are secured. Education, exhibitions, and publicity are needed to transform mature civic consciousness. Based on this, if the sculpture park is managed and the works are restored, the public will be able to come back and bring about an effect that fits the meaning of the sculpture park.
