Cultural districts and policy design: An interdisciplinary research agenda from the U.S. cases

국문 초록

본 연구는 문화지구와 정책설계를 학제간 연구 주제로 접근해야함을 제안하는데 그 목적이 있다. 이를 위해, 미국사례를 중심으로 관련 문헌들을 검토하여 문화지구의 초기 모델과 진화형태, 그리고 문화지구개발을 위한 정책실행도구 및 정책주체를 분석하였다. 더불어, 정책설계 개념화에 관한 논의를 통해, 정책 설계논의가 문화지구를 연구하는데 있어 효과적인 이론적·개념적 틀로 적용될 수 있는지 그 가능성을 타진해보았다. 이러한 분석을 토대로, 문화지구 개발은 각 지역의 상황에 맞추어 실행이 구체화 되어야하는 유연한 도시재활성화 전략 또는 수단이며, 정책 실행 및 구체화과정에서 효과성을 높이기 위해 정책설계 개념을 적용할 수 있음을 밝혔다. 또한 본 연구는 이론적 논의에 집중되어 있는 경향이 강한 현대 정책설계 분야에서 다양한 정책도구의 사용과 거버넌스가 강조되는 문화지구를 관련사례로서 재조명하였다는데 의의가 있다. 이에 문화지구와 정책설계 논의는 학제간 연구 주제로서 접근되어야하며, 이러한 융합적 접근은 도시 및 지역 문화정책, 도시재활성화 분야 등에 중요한 시사점을 제공할 수 있음을 제언한다.

영문 초록

This study aims to suggest cultural districts and policy design as an interdisciplinary research agenda. To reach that aim, this study conducted a review of literature including cultural district development in the U.S., and analyzed cultural district development’s early models, evolution, policy implementation tools and actors based on the review. Also, it discussed an overview of policy design conceptualization, and identified how this theoretical discussion can provide an effective framework for cultural district studies. As findings of this study, cultural district development is a flexible urban revitalization strategy or instrument, which needs to be operationalized according to l ocal c ontext. P olicy design as a f ramework c an b e applied for examining this operationalization toward effective implementation. Moreover, cultural district development cases provide a fruitful environment to test theoretical discussions on policy design, when considering their common characteristics, the use of governance and multiple tools. Therefore, cultural districts and policy design should be studied as an interdisciplinary agenda. This interdisciplinary approach can add important implications to the fields such as local cultural policy and urban revitalization.
