국문 초록

이 글의 목적은 부산시 교육청의 사교육 경감 대책이 교육부의 사교육 경감 정책 이나 부산시의 사교육 동향과 관련하여 나타내는 일관성과 현실성을 초등학교에 국한시켜 확인하는 데에 있다. 부산시 교육청의 초등학교 사교육 경감 대책은 표면상 그러한 두 가지 기준에 일관되는 영어교육과 수학교육의 강화, 돌봄교실의 질 제고, 방과후학교의 확대, 예·체능교육의 강조를 특징으로 삼고 있는 것으로 확인되었다. 그러나 부산시의 그 대책은 사교육에 관여하는 여러 주체들의 기대에 제대로 부응하지 못하는 것으로 나타났다. 즉, 선행교육방지법은 현실성이 부족하였고, 영어교육과 수학교육의 내실화는 학부모들에게 크게 환영을 받지 못하고 있었으며, 예·체능에 관한 대책은 학생들의 관심을 크게 끌지 못하고 있었다. 특히, 돌봄교실과 방과후학교는 학부모들의 높은 기대에 부응하지 못한다는 평가마저 받고 있었다. 그래서 부산시 교육청의 초등학교 사교육 경감 대책은 학부모를 비롯하여 여러 관계자들의 눈높이에 맞고 현실성 있게 개선될 필요가 있다는 결론에 도달하였다.

영문 초록

The purpose of the article is to identify the consistency and effectiveness of the policies against private education made in the Busan Metropolitan Office of Education in relation to the policies established by ministry of education policy and the trend of private education in the city focused on elementary school. The polices of institution of Busan to reduce private education in elementary schools were apparently characterized by strengthening English education and math education, enhancing quality of care classes for 1-2 grades, expanding after-school programs and emphasizing art and physical education consistent with those two criteria. However, the polices did not meet the expectations of many involved in private education. In other words, the Act on Prevention of Pre-Education lacked practicality, the substantiality of English education and math education were not much welcomed by parents, and measures on art and physical education were not drawing much attention from students. In particular, care classes and after-school were even criticized for not meeting the high expectations of parents. Therefore, the institution of Busan came to the conclusion that polices to reduce private education in elementary schools need to be taken in a realistic way to meet the expectations of parents and other officials.
