국문 초록

본 연구는 맞춤형 보육정책에 대한 보육교직원들이 어떠한 인식과 요구사항을 가지고 있는지 알아보고 맞춤형 보육정책의 개선방안에 필요한 기초 자료를 제공하는데 그 목적이 있다. 조사 대상자는 부산광역시에 위치한 국공립, 사회복지법인, 민간, 공공형, 가정어린이집의 원장과 만0~2세 보육교사 300명을 조사 대상으로 선정하여 2017년 2월 13일부터 2017년 3월 7일까지 설문조사를 실시하였다. 수집된 자료는 빈도분석, 독립t-test, 일원배치분산분석, Duncan 사후검증 실시하여 분석하였다. 연구결과는 첫째, 맞춤반 영아의 바우처 사용 방법과 맞춤반 영아 1인당 월 지원 금액에 대한 인식이 높지 않았다. 둘째, 영아의 반 배정을 위한 행정절차와 긴급 보육바우처 제공시간의 적절성에 대한 맞춤형 보육 정책의 만족도는 크지 않았다. 셋째, 변화된 보육교직원의 업무량과 어린이집 재정 운영 현황에 대한 맞춤형 보육 운영 만족도는 낮았다. 넷째, 개선점으로는 종일반 선정 기준의 완화, 맞춤반 보육료 지원 예산의 안정적 확보 및 증액, 교사 급여 및 처우 개선 이였다.

영문 초록

The purpose of this study is to examine about which awareness and satisfaction the child-care staffers have with the customized child-care policy and about which requirements they have, and to offer basic data on an improvement plan for the customized child-care policy. The survey subjects were carried out a questionnaire survey targeting 300 child-care staffers at national & public, social welfare corporation, private, community and home-based child care centers where are located in Busan Metropolitan City from February 13, 2017 to March 7, 2017. The collected data were analyzed by frequency analysis T-test, One way Anova , Duncan test. The major findings are as follows. First, the perception was not high on how to use Voucher in toddlers of the customized class and on the money amount to be supported monthly per one toddler in the customized class. Second, the satisfaction with the customized child-care policy was not great for the administrative procedure for assigning a class to toddlers and for the adequacy for the time of offering the emergent child-care voucher. Third, the satisfaction with the customized child-care operation was low on the child care staffers changed workload and the present status of operating the finances of a child care center. Fourth, the relaxation in the standard of selecting the full time class, the stable securement & increase in a budget of supporting a unit price of backing up the child care subsidy of the customized class, and the improvement in the teacher pay and treatment were being thought to be those that will need to be enhanced most imminently in the customized child-care policy.
