지방교육행정기관 조직분석 실태 및 개선방안 연구

국문 초록

자율화, 분권화 흐름에 따라 지방교육행정기관의 조직 및 인력운용의 자율성 및 책무성도 높아지고 있다. 특히 2012년부터 전면 시행된 시‧도교육청 총액인건비제도는 지역의 특성과 교육 여건에 따라 자율적이고 탄력적인 기구 및 인력 운영을 제도적으로 보장하고 책무성을 높이는 제도라고 할 수 있다. 국가에서는 지방교육행정기관의 총액인건비제도 운영에 따르는 책무성을 확인하기 위해 2013년도부터 조직분석제도를 실시하고 있다. 조직분석제도 운영과 관련된 주요 쟁점은, 첫째, 지방교육행정 조직 설치 및 운용의 자율적 개편 권한이 부족하다. 둘째, 교육지원청 및 센터 설치의 현장 부적합 문제가 있다. 셋째, 현재 조직분석 기구 및 인력 지표는 교육청의 자율 권한 범위를 벗어나며 지역간 편차를 고려하지 못하는 한계가 있다. 이러한 쟁점을 해결하기 위하여 조직분석 목적의 구체성 보완, 조직분석 대상 교육청 선정, 조직분석 지표 개선, 유사 제도와의 연계 방안 모색, 한국지방교육행정연구원 설치 등의 개선방안을 제시하였다.

영문 초록

According to the autonomy and decentralization, the autonomy and accountability of the organization and personnel management of local educational administrative agencies are increasing. The organizational analysis system is being implemented from 2013 to confirm accountability of the total amount of the local education administrative agency administration of the personnel expenses system. The main issues related to the operation of the organizational analysis system are: First, lack of autonomous reorganization authority for the establishment and operation of local educational administrative organizations. Second, there is a problem of inadequacy of the installation of the education support center and the center. Third, the organizational analysis organizations and manpower indicators are beyond the scope of the autonomous authority of the education office and there is a limit that can not consider the regional variation. In order to solve these issues, we suggested improvement measures such as supplementing the specificity of organizational analysis purpose, selecting the local education authority to be analyzed, improving the organizational analysis index, searching for linkage with similar systems, and establishing Korea Research Institute for Local Educational Administration.
