스마트 시티의 계층 평가를 통한 합리적인 스마트 시티 선정 연구

국문 초록

스마트 시티를 구성하는 구성 요소는 인프라, 데이터, 서비스ᐧ제도로 구분되며, 3개의 구성 요소는 전체 7계층으로 세분화된다. 첫째, 인프라 요소는 도시 인프라, ICT 인프라, 공간정보 인프라 계층으로 구성된다. 둘째, 데이터 요소는 IoT, 데이터 공유 계층으로 구성된다. 셋째, 서비스ᐧ제도 요소는 알고리즘 및 서비스, 도시혁신 계층으로 구성된다. 본 연구는 스마트 시티를 구성하는데 필요한 7계층이 각 스마트 시티에서 달성된 정도를 파악하여 가장 우수한 스마트 시티를 제안하고자 한다. 스마트 시티에서 각 계층은 정성적 요인으로 평가되는 속성으로 구성되어 있기 때문에 이러한 정성적 속성을 객관적인 값으로 변환하여 평가하는 방법이 필요하다. 그러므로 본 연구는 Grey system theory를 적용하여 스마트 시티의 정성적 속성들이 가지는 불확실성 및 모호성을 퍼지니스 개념이 포함된 Grey numbers로 변환하여 정량적인 값을 도출하여 사용한다. 본 연구의 최종적인 결과는 스마트 시티를 구성하는 구성 요소들에 대한 평가를 통해 가장 안정적인 스마트 시티를 시민들에게 제공하도록 하는 것이다.

영문 초록

The components of smart city are divided into infrastructure, data, and serviceᐧinstitution, and the three components are further subdivided into seven layers. First, infrastructure elements consist of urban infrastructure, ICT infrastructure, and spatial information infrastructure layer. Second, data elements consist of IoT and data sharing layer. Third, service system elements consist of algorithms and services, and urban innovation hierarchy. This study aims to propose the best smart city by analyzing the degree of achievement of seven layers required in each smart city. In smart city, each layer is composed of attributes that are evaluated as qualitative factors. Therefore, it is necessary to convert these qualitative attributes into objective values ​​and evaluate them. Therefore, this study uses Grey system theory to convert the uncertainty and ambiguity of qualitative attributes of smart city into Grey numbers containing fuzzy concepts and derive quantitative values. The final result of this study is to provide citizens with the most stable smart city by evaluating the constituents of smart city.
