델파이 분석을 통한 A대학의 유연한 학기 제도 운영 방안 탐색 연구

국문 초록

목적 사회의 수요에 부합하는 인재 양성을 목적으로 대학의 학기 관련 유연화가 추진됨에 따라 대학의 본격적인 도입에 앞서 유연한 학기 관련 제도의 운영 방안을 탐색하는 것을 연구의 목적으로 설정하였다. 방법 유연한 학사제도 정책 관련 선행연구와 국내⋅외 사례를 분석한 뒤, 서울에 위치한 대규모 연구 중심 대학인 A대학을 사례 대상으로 선정하여 학내 구성원을 대상으로 델파이 조사를 실시하였다. 1차 조사는 개방형, 2차 조사는 1차 조사 결과에 대한 5점 척도 조사 및 기타 의견 조사로 진행되었다. 결과 델파이 조사 분석결과는 다음과 같다. 첫째, 유연한 학기 관련 제도의 목적은 교육의 질 제고를 통한 학습 효율 증가에 있다. 둘째, 유연한 학기 관련 제도 운영의 교육적 성과는 학생 측면에서는 학습과 체험 등 다양한 활동 기회 부여, 교원의 측면에서는 연구/ 수업에 집중하는 시간 확보, 단과대학 측면에서는 단과대학별, 학과별 특성에 적합한 학사 운영, 대학 기관 측면에서는 산학협력 가 능성 확대이다. 셋째, 유연한 학기 관련 제도 운영상의 쟁점은 규정, 적용범위, 수업료 등에 걸쳐 살펴볼 수 있다. 넷째, 유연한 학기 관련 제도 운영에 따른 학사 및 행정 절차의 쟁점은 학점 인정 및 졸업, 교강사 참여, 학사일정 등이다. 결론 연구결과를 토대로 다음의 시사점을 제시하였다. 첫째, 유연한 학기 관련 제도의 목적은 학기의 시간적 유연성을 활용하여 학 생의 교육 경험을 풍부하게 하고, 효율적인 학습을 지원하는 것에 초점을 맞추어야 한다. 둘째, 학생, 교수, 단과대학별로 유연한 학 기 관련 제도 운영의 교육적 성과를 설정하고, 이에 대한 달성을 지원하는 방안이 강구될 필요가 있다. 셋째, 유연한 학기제도의 도입 에 앞서 제도가 원활하게 운영되기 위한 본 제도 관련 규정 정비가 필요하다. 마지막으로 학사 일정의 유연성을 발휘하는 것은 현재 시행 중인 학기의 주기와 혼선의 여지가 있기 때문에 제도의 확대에 있어서는 신중을 기할 필요가 있다.

영문 초록

Objectives This study examined the purpose, direction, and implementation strategies for operating on a flexible academic calendar. Methods We reviewed the literature on the policy of flexible academic calendars for universities by analyzing the background, purpose, and operation of such policies. Also, we investigated domestic and international cases of semester system operation. In addition, we used Delphi survey targeting professors with experience in the field to explore operational directions. Results The results of the Delphi survey are as follows. First, the purpose of the flexible academic system was to increase the effectiveness of learning by improving the quality of education. Second, the educational outcomes of operating a flexible academic calendar were different from students, faculty, each department and college. Third, issues related to the operation of the flexible academic calendar were various with regulations, the scope of expansion, and tuition fees. Fourth, academic and administrative issues related to the flexible semester system included credit recognition and graduation, faculty participation, and academic calendar. Conclusions Based on the findings of this study, we suggest the following implications. First, the purpose of a flexible academic calendar should focus on enriching students' educational experiences. Second, it is necessary to establish educational outcomes for students, professors, departments, and universities, and to find ways to support them to achieve their goals. Third, before the introduction of the flexible semester system, it is necessary to revise the regulations related to the system to ensure that the system operates properly. Finally, flexibility in the academic calendar can be conflicting with the current semester system, so expanding the system should be cautious and take its own time.
