국가교육회의 숙의과정을 중심으로 살펴본 교육정책 형성 과정과 과제

국문 초록

목적 본 연구의 목적은 국가교육회의의 두 차례에 걸친 숙의과정을 분석함으로써 교육정책 형성에 있어 숙의과정이 주는 함의를 파악하는 데 있다. 방법 이를 위해 국가교육회의 숙의과정 관련 실행 및 연구 경험이 있는 전문가를 ①정책 연구자, ②학계 전문가, ③학교 현장 교원, ④시민단체 대표 등 4개 그룹으로 구분하였다. 그룹 별 대표성과 균형성을 고려하여 최종 선정한 총 8명의 전문가를 대상으로 초점집단면담을 실시하고 분석하였다. 이를 통해 국가교육회의 숙의과정 각 단계의 적절성 여부 및 정책도출과정과 역할, 차기 국가교육위원회 출범의 방향성에 대한 시사점을 도출하였다. 결과 연구결과, 대입제도개편과 교원양성체제라는 두 차례의 숙의과정 간 ‘숙의위원 선발 과정’, ‘진행 방식’, ‘결론 도출 방식’, ‘주제 선정’ 및 ‘의견 수렴’의 5가지 측면에서 모두 숙의과정의 적절성이 부족한 것으로 나타났다. 그러나 숙의과정에서 노출된 한계에도 불구하고 국가교육위원회 출범 시 적절한 숙의과정이 필요하다는데 다수의 전문가들이 동의하였다. 이때 숙의과정을 진행하기 위한 전제 조건은 ① 의제 및 방향 설정의 적절성, ② 진행 방식의 공정성과 신속성, ③ 정보 및 자료의 객관성, ④ 시간적 충분성 확보를 포함하는 것으로 나타났다. 결론 연구결과를 토대로 교육정책 형성을 위한 향후 과제를 제시하면 다음과 같다. 첫째, 향후 국가교육위원회 출범에 따라 발생 가능한 교육정책 형성 상의 문제점에 대한 체계적인 분석을 실시하고 대비책을 마련할 필요가 있다. 둘째, 국가교육위원회가 설립되고 숙의과정을 통해 교육정책에 대한 방향을 제시하기 위해서는 중기 및 장기 과제에 대한 명확한 구분이 있어야 한다. 셋째, 필요에 따라 숙의과정 자체를 공론 대상으로 설정하는 것을 고려할 필요가 있다. 넷째, 숙의과정에 대한 결과가 어떻게 정책에 반영되었는지에 대한 최종적인 대국민 설득과정이 필요하다.

영문 초록

Objectives The purpose of this study is to understand the implications of the deliberative process in education policies formation by analyzing the two deliberative process of the National Education Council. Methods To this end, experts with experience in implementing or researching the National Education Council s deliberative process were selected and divided into four groups: ①policy researchers, ②academic experts, ③ teachers, and ④ civic group representatives. The FGI was conducted with total of eight experts considering the group s representation. As a result, the adequacy of each stage of the deliberative process, the policy-making process, and the direction of the next National Education Committee were derived. Results The study found that the appropriateness of the deliberation process was insufficient in all five aspects: the process of selecting deliberators, the method of progressing, the method of drawing conclusions, the selection of topics, and the gathering of opinions. However, despite the limitations exposed during the two deliberative process, experts agreed that an appropriate deliberative process will be needed when the National Board of Education is launched. At this time, it was shown that the prerequisites for the deliberative process included ①the adequacy of agenda and its setting, ②fairness and quickness of the progress, ③ objectivity of information and data, and ④ securing sufficient time. Conclusions Based on these results, this paper presents six tasks for the formation of education policies. First, it is necessary to conduct a systematic analysis on potential problems and prepare countermeasures following the launch of the National Education Committee in the future. Second, in order for the National Education Committee to be established and to present directions for education policies through deliberation, a clear range of how far it is mid- to long-term should be presented. Thirdly, it is necessary to consider setting the deliberative process itself up for public debate as necessary. Fourth, a public persuasion process is needed on how the outcome of the deliberative process is reflected in the policy.
