교육과정의 분산적 거버넌스에 대응한 연구⋅개발⋅보급(RDD) 체제에 관한 고찰

국문 초록

목적 본고는 향후 교육과정 거버넌스 변화에 대응하여 국가 교육과정의 연구⋅개발 보급(RDD) 체제에 대한 개선 방안을 탐색하는 데 목적을 두었다. 방법 이를 위하여 교육과정 연구⋅개발⋅보급 모형의 사적 배경과 우리나라 실제 탐색, 주요국(핀란드, 영국, 호주) 사례 비교⋅분석, 교사와 교육청 교육전문직 1,603명 대상의 설문조사, 교육 관계자 9명 대상의 면담조사를 실시⋅분석하였다. 결과 우리나라는 교육과정 연구⋅개발진의 단일 체제와 교육과정 RDD 체제의 선형적 과정을 형성하고 있어 향후 분산적 거버넌스에 대응한 변화가 필요하다. 국가 교육과정 하에 분산적 거버넌스를 형성한 주요국의 경우 모두 복수의 연구⋅개발 조직과 교육과정 RDD의 선형적 과정에서 벗어나 보다 역동적인 체제를 갖추고 있다. 설문조사 및 면담조사 결과에서 교육과정 연구⋅개발 과정에 교사를 포함하여 다양한 층위의 참여 필요성에 대한 강한 인식이 나타나 연구⋅개발진의 단일 체제에 대한 변화 요구가 높은 것으로 파악되었다. 또한 전달 연수 및 교과서 의존, 연차 적용 등에서 보이는 문제점은 교육과정의 확정⋅고시 이후 착수되는 보급⋅적용 방식에서 비롯된 측면이 크기 때문에 이에 대한 변화 요구도 높다. 이러한 결과는 교육과정의 분산적 거버넌스에 대응한 RDD 체제로의 변화를 요구한다고 볼 수 있다. 결론 우리나라에서 향후 검토될 수 있는 교육과정의 분산적 거버넌스 대응과 관련하여, 첫째 전문가 위주의 연구⋅개발진 구도 개선과 교사를 비롯한 다양한 층위의 참여 확대가 가능한 복수의 연구⋅개발 조직을 모색할 필요가 있다. 본고에서는 ‘연구⋅개발진’과 ‘교육과정 실행 지원 자료 개발진’, ‘교육과정 검토⋅자문진’을 제안하였다. 둘째, 교육과정 보급⋅적용의 적시성과 교사의 교육과정 소유자의식을 제고하기 위해 종래의 ‘연구⋅개발’과 ‘보급⋅적용’을 일원화하여 교육과정 RDD 절차의 선형적 과정을 개선할 필요가 있다. 셋째, 교과서 의존적인 교육과정 연차 보급⋅적용과 교육과정의 분산적 거버넌스 상황에 대응하기 위해 교과서 자유발행 체제로의 전환을 모색해야 한다.

영문 초록

Objectives The purpose of this study were to explore ways to improve the research, development and defusion (RDD) system of the national curriculum in response to changes in curriculum governance in the future. Methods The historical background of the RDD model was analyzed and R&D cases in Korea and major countries (Finland, UK, Australia) were compared, and a survey of 1,603 participants with teachers and education professionals from the local offices of education was analyzed. An interview was also conducted with 9 participants, and their perceptions were analyzed. Results First, since the curriculum R&D system of Korea has been based on a single team and a linear process of curriculum R&D system, changes are required in response to distributed governance in the future. Second, the R&D cases of countries analyzed in this study have formed distributed governance under the national curriculum, with a more dynamic system, breaking away from the linear process of multiple organizations of curriculum RDD. Third, the survey and interview results showed a strong awareness of the need for participation of various levels in the curriculum R&D process, indicating that there is a high demand for a change from the single R&D single team system. Fourth, the problems seen in teacher training program, dependence on textbooks, and sequential application of curriculum by year are largely due to the current R&D system that is initiated after the confirmation and proclamation of the curriculum, so there are also considerable demands for change. Conclusions First, the structure of the curriculum expert-oriented R&D team should be changed through exploring multiple R&D organizations that can expand the participation of various levels, in particular including teachers. In this regard, various team composition for curriculum R&D was proposed in this study. Second, we need to improve the linear process of the curriculum RDD process by unifying the conventional ‘research and development’ and ‘diffusion and application’ in order to improve the timeliness of the curriculum dissemination and application and teachers curriculum ownership. Third, it is necessary to look for a transition to a free publishing system of textbooks in order to overcoming sequential application by year of the textbook-dependent curriculum and responding to distributed governance of the curriculum.
