국문 초록

이 연구는 17개 시·도 교육청의 2017년 초등학교 평가지표를 비교·분석해 보고 시·도 교육청별 중점 사안과 그 정책적 방향을 살펴보고자 하였다. 2017년도 단위학교 평자지표를 분석한 결과 17개 시·도별로 초등학교 평가의 중점사항이 다른 것으 로 나타났다. 이를 구체적으로 살펴보면 평자지표영역, 세부영역, 평가지표에서 한국 교육개발원의 가이드지표 및 영역명을 준용하는 지역과 자체적인 평가영역과 지표를 설정하여 평가하는 곳으로 구분할 수 있었으며, 이러한 교육청의 경우 안전, 창의, 공감, 복지, 혁신, 교직문화, 민주적 학교운영, 참여, 소통, 배려, 개방 등의 평가 영역명 또는 평가지표를 설정하여 활용하고 있었다. 또한, 대부분의 시·도 교육청에서는 교육활동영역과 학교운영 영역을 주로 평가하고 있는 것으로 나타났다. 본 연구는 초등학교 평가지표만을 활용하였으므로, 향후 확대된 연구의 필요성은 물론 상이한 평가지표가 단위학교에 미칠 영향력을 분석하여 평가지표가 개선될 수 있기를 제안하였다.

영문 초록

he purpose of this study was to draw out implications throughout comparative analyzing the evaluation indicator of elementary school in the 17-provincial office of education. This study was done by analyzing the evaluation indicator of elementary school and the evaluation index guide of Korea Educational Development Institute(KEDI). According to the result of this study, Seoul, Busan, Daegu, Daejeon, Ulsan, Gangwon, Chungnam, Jeonbuk, Jeonnam and Gyeongbuk offices of education establish and develop their evaluation index in accordance with the evaluation index guide of KEDI while Incheon, Gwangju, Sejong, Gyeonggi and Chungbuk offices of education establish their index focusing on safety, welfare, innovation, culture of school, democratic school management, school community, participation, communication, and cooperation. In addition, most of the offices of education mainly evaluate the sections of educational activities and school management. Based on the result of the study, it is suggested that further research is needed in order to draw meaning implications since this study uses only the evaluation indicator of elementary school. Also, it is suggested that additional research on examining an impact that how different evaluation indicator and system affect school management and teaching-Learning effectiveness will be needed in order to improve the evaluation indicator and system.
