복잡계 이론을 적용한 2022 대입제도 개편 정책결정과정 분석

국문 초록

목적 본 연구는 2022 대입제도 개편 정책결정과정을 복잡계 이론의 관점을 적용하여 분석하고 시사점을 도출하고자 하였다. 방법 이를 위해 복잡계 이론과 개념을 검토하여 분석틀을 구안하고, 2022 대입제도 개편 정책결정과정에 관한 문헌들을 분석하여 2022 대입제도 개편 정책결정과정을 4단계(안정기, 혼돈기, 급변기, 창발기)로 나누어 복잡계의 특징들을 살펴보고자 문헌 분석을 중심으로 수행하였다. 결과 분석 결과, 문재인 정부 출범에 따른 교육부의 2021학년 수능 개편 시안이 나비효과가 되어 수능개편안의 1년 유예라는 불안정한 상황인 비선형성을 이끌었고 새롭게 발족된 국가교육회의로 대입제도 개편안이 이송되는 임계점을 거쳐 공론화 결과와 숙의 및 다양한 상호작용을 통한 되먹임의 고리가 반복되어 새로운 질서인 2022 대입제도 개편 방안 및 고교교육 혁신 방안이 발표되었다. 이 과정에서 교원, 학생, 학부모, 대학 관련 전문가 집단별로 대입제도 개편에 대한 의견이 상이하였고 새로운 질서를 형성하기 위해 각 집단별로 양의 되먹임과 음의 되먹임이 반복적으로 일어났다는 것을 알 수 있었다. 그 이후 대입비리 문제가 다시 사회적으로 이슈화됨에 따라 교육부를 주축으로 대입제도 공정성 강화 방안이라는 부분적으로 자기조직화된 새로운 질서를 창발하였다. 결론 2022 대입제도 개편 정책결정과정은 복잡계의 특징과 프로세스를 보여주고 있었고 향후 대입제도 개편 정책 발전을 위해 시스템 외부의 피드백과 되먹임 작용의 지속적인 관리 등이 필요함을 제시하였다.

영문 초록

Objectives This study attempted to analyze the policy-making process of reorganizing the 2022 college admis-sion system by applying the perspective of complex system theory and derive implications. Methods To this end, the analysis framework was devised by reviewing complex system theories and concepts, and the literature on the policy-making process of reorganizing the 2022 college admission system was analyzed, and the characteristics of the complex system were examined by dividing the policy-making process into four stages. Results As a result of the analysis, the Ministry of Education's reform plan for the 2021 school year due to the launch of the government led to nonlinearity, which is an unstable situation of deferring the reorganization of the college entrance examination. Through the critical point of transferring the reform plan to the newly established National Education Council, the result of public debate, deliberation and feedback through various interactions were repeated, and a new order, the reform plan for the 2022 college entrance examination system, was announced. Since then, a new, partially self-organized order has emerged as a way to strengthen fairness in the college en-trance system. Conclusions The 2022 college entrance system reform policy decision process showed the characteristics and processes of the complex system, and suggested the need for continuous management of feedback and feed-back for future policy development.
