관광자원 개발정책으로서 관광구조물 건설의 경제적 효과에 관한 연구

국문 초록

최근 우리나라 지방자치단체들이 건설을 추진하고 있는 케이블카나 출렁다리 및 구름다리 등 관광구조물을 앞 다투어 건설하거나 설치를 계획하고 있는 곳이 많다. 이들 지자체가 전면에 내세우는 논리는 관광구조물을 통한 지역경제 활성화 효과를 들 수 있다. 왜냐하면 이러한 관광구조물과 관련하여 시설 유지 및 관리를 위한 고용을 창출할 수 있고, 관광자원 주변의 숙박업소와 음식점 등의 매출이 증가하는 등 경제적 파급효과가 클 것으로 기대되기 때문이다. 또한 지자체의 관광구조물 추진 절차나 성과 도출 및 예산 지출이 쉽기 때문에 다소 행정편의주의적인 사고나 지역 단체장의 정치적 목적과 의지에 의해서 무리하게 추진되는 경우도 있다. 따라서 관광구조물의 건설은 사업성과 경쟁력을 확보하고 사업 중복이 없이 예산을 효율적으로 사용할 수 있도록 지역관광개발 평가가 필수적이며, 새로운 일자리 창출을 충족시키고 소득 향상 등 경제적 파급효과를 극대화할 수 있도록 추진되어야 할 것이다. 본 논문은 과연 관광구조물이 관광자원으로서 관광객 유치 및 관광 소득 증대 등 수익 창출이 가능한 지 그 장단점을 살펴보고, 관광자원 개발정책의 일환으로 관광구조물이 새로운 관광자원으로서 활용가치를 확대하고 경쟁력을 확보하기 위한 방안을 제시하고자 한다.

영문 초록

Recently, many local governments are planning to build or install tourist structures such as cable cars, limp bridges, and cloud bridges that are under construction. The logic of these municipalities on the whole is the effect of activation of local economy through tourism structures. This is because employment related to maintenance and management of facilities can be created in connection with such tourism structures, and the economic ripple effect is expected to be great, for example, sales of lodging and restaurants around tourist resources are increased. In addition, because it is easy for the local governments to carry out the procedure of the tourism structure, to derive the performance, and to spend the budget, there are cases in which it is forcibly promoted by the administrative purpose or the will of the local mayor. Therefore, the construction of tourism structures should be promoted to maximize the economic ripple effects such as the improvement of the income and the new job creation and the evaluation of the regional tourism development is necessary so as to secure the business competitiveness and competitiveness and efficiently use the budget without duplication of business something to do. This paper examines the advantages and disadvantages of attracting tourists as tourist resources and raising tourism income, and as a part of the tourism resource development policy, the tourism structure is used as a new tourism resource, This paper proposes a solution for this problem.
