국가 소방자격관리의 다양화 방안

국문 초록

이 연구는 독점의 관점에서 소방분야 국가자격 운영의 문제점을 분석하고 개선방안을 제시하였다. 소방분야 국가자격 운영의 문제점으로 자격활용기관인 기업에서 자격취득자만 선임될 수 있도록 하고 있어서 경쟁체제가 제한적이다. 그리하여 자격취득자의 실력이 저하되고, 자기계발을 소홀히 하며, 업무를 태만히 하는 등의 현상이 나타나고 있다. 또한 소방자격을 관리 및 운영하기 위한 높은 진입비용 발생으로 한국산업인력공단 외에 다른 기관의 진입이 쉽지 않다. 이의 개선방안으로 수준 높은 교육훈련을 받거나 실무에 적합한 경력을 가진 사람도 면접시험을 거쳐서 기업에 선임될 수 있도록 선택장치를 다양화할 필요가 있다. 또한 정부에서는 한국산업인력공단 외에 다른 기관에서 소방자격을 관리 및 운영할 수 있도록 진입비용을 낮추되 소방 자격관리가 허술하지 않도록 방안을 강구해야 한다. 한편 기업에서는 소방 자격관리 전문단체 설립 등으로 수탁기관에 적극적으로 참여하는 자세가 필요하다.

영문 초록

This study analyzes the problems of the operation of Korean qualifications in the firefighting realm from the viewpoint of monopoly and suggests a plan for improvement. Competition is limited because of an operational problem that only qualified people from the instutions that utilize the qualification are elected. Therefore, the credibility of the qualification deteriorates and qualified people neglect self-development and their duties. In addition, it is not easy to enter other organizations besides the Human Resources Development Service of Korea due to the high entry cost to manage and operate the firefighting qualification. In order to improve this, it is necessary to diversify the selection methods so that both those who have a high level of education and training, or those who have practical experience, can be interviewed and appointed to the company. In addition, the government should take measures to reduce the entrance fee and to prevent the fire qualification management from being carried out in order to manage and operate the firefighting qualifications from other organizations besides the Human Resources Development Services of Korea. On the other hand, companies need policies to actively participate in consigned organizations by establishing specialist organizations for firefighting qualification management.
