온라인 뉴스 댓글을 통해 본 신고리 5·6호기 공론화위원회의 주요 이슈

국문 초록

본 연구는 신고리 5·6호기 공론화위원회 관련 뉴스 댓글을 대상으로 주요 이슈와 시기별 이슈 변화를 분석하였다. 분석 대상은 2017년 6월 19일부터 10월 29일까지 포털사이트 네이버, 다음 뉴스 부문에 등록된 ‘신고리 5·6호기 공론화위원회’ 관련 기사의 댓글이다. 분석 결과 댓글은 네이버와 다음 모두 지속해서 증가하였으며, 네이버의 경우 10월 20일 집중적으로 의견을 남겨 전체 데이터 중 45%를 차지하였다. 댓글 작성자의 특징을 보면, 원전 공사 재개 입장의 댓글이 지속적이며 중복되게 나타났으며, 주로 공사 중지에 따른 비용 문제 제기였다. 다음으로 분석 시기를 6~9월, 10월로 구분하여 댓글의 특징을 살펴보았다. 먼저 초기에는 원전의 안전과 기술적 문제를 제기하면서 원전과 탈원전에 대한 찬반이 활발하게 나타났다면, 후기에 들어서는 원전 공사 중지로 인해 발생한 비용 문제를 정부의 책임으로 지적함과 동시에 공론조사를 통해 정책을 결정하는 것에 대한 문제 제기로 변화하였다. 따라서 (탈)원전 정책에 대한 지속적인 공론화를 통해 양 집단 간의 설득 과정이 요구된다.

영문 초록

This study analyzed the main issues and the change of issues in the news comment of the Public Deliberation Committee on Shin-Gori No. 5&6. The subject of the analysis is the comment of the article about Shin Kori 5/6 Public Relations Committee registered in portal site Naver and Daum News section from June 19, 2017 to October 29. As a result of the analysis, the comments of Naver and Daum have continuously increased. Naver, on the other hand, commented intensely on Oct. 20, which accounted for 45% of the total data. As for the characteristics of the commenter, comments on the resumption of the nuclear power plant construction appeared to be continuous and redundant, and cost incurred mainly due to suspension of construction was raised. Next, we analyzed the characteristics of the comments by dividing the analysis period into June-September and October. In the early days, the pros and cons of nuclear power plants and nuclear power plants became active, raising the safety and technical problems of nuclear power plants. In the latter period, the government pointed out the cost problems caused by the suspension of the nuclear power plant construction, and at the same time, it changed the issue of determining the policy through the public opinion survey. Therefore, the process of persuasion between the two groups is required through ongoing public debate on the (de)nuclear power policy.
