아동청소년복지 종사자 역량에 관한 요구 분석

국문 초록

목적 본 연구는 아동청소년복지 종사자의 전문적 역량 강화의 실천 방향을 탐색하기 위해 기초 자료를 제공하고자 하였다. 방법 연구 대상은 아동청소년복지 종사자 163명이었으며, 측정도구는 전미사회복지사협회 아동복지 사회사업 표준지침(The NASW Standards for Social Work Practice in Child Welfare) 14가지를 기준으로 하였다. 연구방법으로는 Excel 2016과 SPSS Statistics 27.0을 활용하여 대응표본 t-검증을 실시하였고, Borich 요구도 공식을 활용하여 우선순위 결정하였으며, 요구도에 따른 우선순위에 대한 기준점을 제시하기 위하여 The Locus for focus 모델을 활용하였다. 결과 첫 번째, 아동청소년복지 종사자의 역량에 대한 중요도와 실행도 평균 점수 비교 결과 중요도에 비해 실행도가 상대적으로 낮게 나타났다. 두 번째, 아동청소년복지 실천기준의 중요도와 수행도의 차이 검증 결과 통계적으로 전체 중요도에 비해 실제 실행도는 낮은 것으로 나타났다. 그 중 조직문화가 중요도와 실행도 간 가장 큰 차이 값을 나타냈다. 최종적으로 Borich 요구도와 The Locus for focus 모델의 우선순위 도출방법에 따라 공통적으로 요구가 높은 것은 ‘조직문화’, ‘전문성 개발’, ‘자격’, ‘협업’이었고, 이는 역량 중 가장 최우선적으로 요구되는 우선순위들로 확인되었다. 결론 연구결과를 바탕으로 전문성 개발 및 강화를 위한 자격기준 강화, 체계적인 감독체계 마련, 과도한 업무량 및 사례량 개선을 위한 제도 개편, 적절한 수평적 소통체계와 유연한 조직문화 조성을 위한 보수교육 필수과정 개설, 적극적인 옹호활동을 제안했다.

영문 초록

Objectives The purpose of this study was to provide basic data to explore the direction of practice of strengthen-ing the professional competency of child and youth welfare workers. Methods The subjects of the study were collected from 163 child and youth welfare workers from July 2022 to March 2023. The measurement tools were based on 14 standards of The NASW Standards for Social Work Practice in Child Welfare of the National Association of Social Workers. Results As a result of the study, according to the method of deriving the priorities of Borich need and The Locus for Focus model, the common high needs were ‘Administration’, ‘professional development’, ‘qualification’, and ‘collaboration’. And the next needs were ‘advocacy’ and ‘supervision’. Conclusions Based on the research results, strengthening qualification standards for professional development and reinforcement, preparing a systematic supervision system, institutional reorganization to improve excessive workload and caseload, opening of essential courses in conservative education to create an appropriate horizontal communication system and flexible organizational culture, active advocacy activities was suggested.
