통합운영학교 예산운용 실태 및 쟁점 분석

국문 초록

목적 본 연구는 학생수 감소, 소규모학교 증가 및 미래 교육환경 변화에 따라 통합운영학교의 예산 운용 실태 및 쟁점을 분석하고, 향후 정책방향을 탐색하는데 목적을 두고 수행되었다. 방법 이를 위하여 2개 교육청 초⋅중 통합운영학교 및 중⋅고 통합운영학교 등 총 4개 학교 교장 및 교감, 행정실장 등 포커스그룹 면담 및 교육청 담당자 분석 후 면담 내용분석, 학교별 예산서 분석 등의 방법을 활용하였다. 결과 분석결과에 의하면, 통합운영학교는 여전히 별개의 학교로 운영되면서 당초 취지에 맞지 않는 예산 운영이 이루어지는 쟁점이 나타났다. 추가 소요 예산 발생 등 측면에서 통합운영학교의 특성을 살리지 못하며, 시설통합 운영의 한계, 교육과정 및 프로그램 통합 운영 요구, 교사 배치 등의 한계와 쟁점도 나타났다. 결론 이러한 결과를 바탕으로 향후 통합운영학교의 효과를 높이기 위해서는 예산 운영 측면에서 학교기본운영비 별도 산식 개발 및 배분이 전제되어야 하며, 교육과정 및 교사 자격 통합, 학제개편 등 시스템 개편이 동시에 이루어져야 할 필요성을 제언하였다. 향후 전국의 통합운영학교 예산 데이터 수집 및 분석을 통해 예산 운영 실태 분석 및 배분 산식개발 등의 후속 실증연구가 이루어져야 할 것이다.

영문 초록

Objectives This study analyzed the actual situation and issues of school budget management and explored the direction of policies. Methods The study conducted interviews with principals, vice principals, heads of the administration at four combined schools at the elementary-middle combined school and the middle-high combined school levels in two Provincial Offices of Education. Results The results of this study are as follows: combined schools were still operated as separate schools. And there were limitations and issues such as generating additional budgets, limiting integrated facility operation, demanding integrated curriculum and program operation, and teaching at the different school level. Conclusions Based on the results, this study suggested that curriculum and teacher certificate system should be integrated and that a separate formula for basic operating expenses at the combined schools should be introduced. The school system should be reorganized as well. Studies such as empirical analysis using budget data for combined schools nationwide should be conducted in the future.
