국문 초록

산업사회에서 지식기반사회로 이행하면서 국가경쟁력의 원천도 변화하고 있다. 이러한 맥락에서 평생교육은 국가의 새로운 경쟁전략이 되었으며, 각 국별 평생교육 시스템을 측정하는 것은, 각 국별 평생교육 시스템을 발전시키는데 주요한 자료가 될 것이다. 그리하여 본 연구는, 기존에 평생학습 시스템을 측정하기 위해 개발된 평생학습지수를 기반으로 각 국별 평생교육 시스템을 측정하고 비교해 보았다. 이 연구는 크게 세 단계로 구성된다. 먼저 선행연구에 기반한 평생학습지수를 검토하고 보완하였다. 둘째, 81개국에 대한 평생학습지수를 도출해보고, 이를 2015년 국가별 랭킹과 비교하였다. 셋째, 국가별 경제수준의 차이와국가별 GLLI의 차이를 비교분석하였다. 본 연구를 통해 도출된 결과는 특정 국가의 평생학습 수준을 평가하고 이를 전 세계 주요 국가의 평생학습 수준과 비교하는데 활용될 수 있다. 또한 국가가 평생학습 관련 정책을 평가하고 평생교육의 경쟁력 향상을 위한 의사결정을 할 때 참고자료로 활용될 수 있을 것이다.

영문 초록

With the transition from an industrial society to a knowledge-based society, the source of national competitiveness is also changing. In this context, lifelong education has become a new competitive strategy for the country, and measuring each country s lifelong education system will be a major data for developing each country s lifelong education system. Therefore, this study measured and compared the lifelong learning system of each country based on the lifelong learning index developed to measure the lifelong learning system. This study mainly consists of three stages. First, the lifelong learning index based on previous research was reviewed and supplemented. Second, lifelong learning indexes for 81 countries were derived and compared with the rankings by country in 2015. Third, the difference in economic level by country and the difference in GLLI by country were comparatively analyzed. The results derived from this study can be used to evaluate the level of lifelong learning in a specific country and compare it with the level of lifelong learning in major countries around the world. In addition, it can be used as a reference when the government evaluates lifelong learning-related policies and makes decisions to improve the competitiveness of lifelong education.
