국문 초록

본 연구는 지방자치단체 실용음악 예술분야 지원제도 거버넌스 중 문화기본법 관점에서 살펴본 지방자치단체실용음악 예술분야 거버넌스에 대한 이론적 고찰과 지방자치단체별 실용음악 산업 현황을 살펴보았다. 이를 통하여 장기적인 관점에서 안정적인 실용음악관련 문화 예술분야의 정부와 지 자체 간 재정관계 구축 방향을 제시해보았다. 현재 지방자치단체의 실용음악 문화 예술분야에서 추진 중인 주요 정책과 향후 전반적 문화 예술분야의 정책 효과성 제고를 위한 정책방향을 제고하는데 기초자료로서 유용한 시사점을 제공해 주고자 하였다. 본 연구의 분석결과, 지방자치단체의 시장성 있는 실용음악에 대한 공감에 비해서 각 시 도별 문화재정에 관한 세입구조는 지역 간 문화격차의 심화 가능성이 내재되어 있음을 파악할 수 있었다. 이의 개선을 위하여 교육적영역에서 지방자치단체는 음악산업에서 실질적으로 요구되는 다양한 실용음악 전공 커리큘럼을 신설해야 함을 제시하였다. 그리고 지방자치단체의 지속가능한 실용음악 발전을 위해서는 문화체육관광부와 지방자치단체 그리고지방자치단체의 실용음악진흥원 등과 같은 중간 매개체와의 안정적인 연계가 구축되어야 함을 보고하였다. 이러한일련의 실용음악관련 문화 예술분야의 정부와 지 자체 간 재정관계 구축을 통하여 지역 음악 생태계의 차이를극복할 필요성을 제기하였다.

영문 초록

This study examines the theoretical considerations on the governance of local governments practical music and arts sector from the perspective of the Framework Act on Culture among the governance of the local governments’ practical music and arts support system and the status of the practical music industry by local governments. Through this, a direction for establishing a stable financial relationship between the government and local governments in the cultural and artistic fields related to practical music was suggested from a long-term perspective. It was intended to provide useful implications as basic data for improving the policy directions for improving the policy effectiveness of the major policies currently being pursued in the field of practical music culture and arts of local governments and the overall culture and arts in the future. As a result of the analysis of this study, it was found that, compared to the local government’s sympathy for marketable practical music, the tax revenue structure for each city/province had the potential to deepen the cultural gap between regions. In order to improve this, in the educational field, it was suggested that local governments should establish a new curriculum for various practical music majors that are practically required in the music industry. It was also reported that for the sustainable development of practical music by local governments, a stable linkage between the Ministry of Culture, Sports and Tourism, local governments, and intermediaries such as the Practical Music Promotion Institute of local governments should be established. This series of practical music-related cultural and artistic fields raised the need to overcome the differences in the local music ecosystem by establishing a financial relationship between the government and local governments.
