한국의 인성교육 정책 동향 탐색

국문 초록

목적 본 연구에서는 광역 및 기초지자체와 교육청을 중심으로 제도와 체제, 사업 등 인성교육 정책 동향을 탐색하고자 하였다. 방법 이를 위하여 전국의 광역시⋅도와 시⋅군⋅자치구, 교육청을 대상으로 추진 실태를 분석하였다. 이들이 추진하고 있는 인성교육 관련 정책을 살펴보기 위해 계획서 등의 자료와 홈페이지 등을 통해 정보를 수집하고 분석하였다. 다만, 인성교육 사업은 지역의 관심 여하에 따라 사업 내용과 규모, 지속성 담보 여부 등 편차가 심하여 이를 분석하기에는 한계가 있었다. 따라서 사업 내용은 거시적으로 그 경향만을 살펴보고, 주로 제도와 체제를 중심으로 분석하였다. 결과 인성교육 추진 동향을 분석한 결과, 우선 광역시⋅도와 시⋅군⋅자치구의 인성교육 조례는 지역의 관심 여하에 따라서 제정 유무가 확연한 차이를 보이고 있었다. 교육청은 서울을 제외하고는 전부 조례가 제정되어 있는 것으로 나타났다. 둘째, 전담부서도 마찬가지로 광역시⋅도와 시⋅군⋅자치구는 찾아보기 어려우며, 교육청은 주로 민주시민교육과에서 전담하고 있음을 알 수 있었다. 마지막으로 인성교육 사업과 프로그램의 대상 확장과 내용에 대한 본질적인 고민이 선행되어야 한다는 것을 알 수 있었다. 결론 복잡해지는 사회 구조 속에서 제기되는 부작용들을 타개하기 위한 전략으로서 인성교육을 적극 진흥해야 할 것이다. 현재와 같은 비체계성과 비견고성, 프로그램의 비다양성 등은 앞으로 끊임없이 개선해 나가야 할 것이다. 또한 이제는 현재와 미래를 바라보는 관점에서 인성교육 연구와 정책이 지속되어야 할 것이다.

영문 초록

Objectives In this study, I tried to explore the trends of policies in character building education centering on metropolitan areas, local governments and offices of education. Methods To this end, I analyzed the current policy implementation in metropolitan cities, provinces, autonomous districts, and offices of education across the country. In order to examine the policies related to personality building education, I collected and analyzed the data and information on the relevant websites. However, there was a limit to the analysis, as there were significant differences in the contents, scale and sustainabiliity of the projects depending on the level of interest in each region. Therefore, the project contents were analyzed only macroscopically, focusing on institutions and systems. Results As a result of analyzing the trend of personality building education, it was found that there was a clear difference in implementing education policies depending on the level of interest in each region. It was found that the ordinances were enacted in all offices of education except for Seoul within the framework of the law and the educational administrative system. It was difficult to find the departments in charge of personality building education in metropolitan cities, provinces and autonomous districts, but the office of education has one. In other words, there was clearly a limit to promoting character building education at the level that encompasses the entire region. Finally, it was found that the essential considerations about the target expansion and contents of the character education project and program should be preceded. Conclusions In the complex social structure, character building education should be actively promoted as a strategy to overcome the side effects raised in our society. The current unsystematicity, instability, and program diversity will have to be continuously improved in the future. Also, research on character building education and policies should be continued from the future- oriented perspective.
