문화복지정책에 대한 비판적 고찰

국문 초록

본 연구는 문화체육관광부의 “2018 문화향수실태조사” 결과를 중심으로 문화복지의 개념과 쟁점, 그리고 문화복지정책의 지향점을 고찰하는 데에 목표를 둔다. 문화복지는 문화예술행사 관람, 교육, 참여, 봉사, 문화시설 이용을 포괄한다. 그러나 관람률의 경우 소득별 비율은 나와 있으나 이것과 문화예술분야와는 연계되어 있지 않아 경제적 소외층과 별도로 문화적 소외층에 대한 관심이 부족해 보인다. 또한 읍 면 등의 문화시설 활용이 역으로 대중예술에의 편향, 고급예술에 대한 접근 기회의 불평등을 가져온다는 점에서 국가 지원의 순회 프로그램이 요구된다. 무엇보다 중요한 것은 문화복지의 목표가 ‘삶의 질 제고’라는 점으로, 경제적 불평등이나 사회적 차별로 인한 상처와 아픔은 자율에 기초한 선호주의와 정서적 지지에 기반을 둔 문화에 의해 치유될 수 있는 것이다. 따라서 문화복지정책은 문화생산 과정에의 참여도와 다양성을 높이고, 복지정책에서 지나친 소득 중심의 관점에서 벗어나 다양한 취약계층의 문화향수에 대한 성찰과 배려를 보여주어야 할 것이다. 이를 위해 어느 부처가 관장하든 전적으로 문화복지를 담당하는 독립적인 전문부서가 필요할 것으로 판단된다.

영문 초록

This article aims to explore the concepts, issues, and prospects related to cultural welfare focusing on A Survey on the Realities of the 2018 Culture Enjoyment(munhwa-hyangsu-siltae-josa), which was sponsored by Ministry of Culture, Sports and Tourism. Cultural welfare encompasses the viewing, education, participation, service, and utilization of cultural facilities. The survey organized viewing rate data by income without considering connections to cultural arts, which indicates a lack of interest in culturally marginalized classes. Furthermore, a national touring institution is required since cultural facilities in small villages that are far from metropolitan areas are at risk of facing inequality in opportunities to approach high-quality arts, with a great emphasis on popular art. Above all, it is important to improve quality of life, because damage caused by social inequality and discrimination may be healed through culture based upon preference-satisfaction and emotional support. Therefore, cultural welfare policy should promote participation in and diversity of the cultural production process, and it is necessary to reflect and consider vulnerable classes’ enjoyment of culture without focusing on an income-centered perspective. In order to accomplish this goal, an independent, specialized cultural welfare division is needed, regardless of which department oversees it.
