국문 초록

이 연구는 컨설턴트의 인식을 바탕으로 컨설팅장학의 운영 실태와 성과를 분석하 는 데 목적이 있다. 이를 위해 2013년에 전국 교육청에 등록된 컨설턴트를 표집하여 실시한 설문조사 결과를 활용하였다. 운영 실태는 준비, 실행, 지원체제로, 성과는 직접적 성과와 궁극적 성과로 구분하였다. 주요 연구결과는 다음과 같다. 컨설팅장학 준비 측면에서 전통적으로 장학을 수 행해온 장학사, 관리자 이외에 교사와 수석교사가 다수 컨설턴트로 활동하고 있고, 컨설턴트의 참여가 자발적인 경우가 많았다. 컨설턴트 간 교육시간의 편차는 큰 편 이고, 교육시간이 5시간 미만의 비율이 상당하며, 개인적인 학습에 의존하는 경우도 많다. 컨설팅장학 실행 측면에서 의뢰인은 경력이 낮은 교사와 문제해결이 필요한 교사가 주를 이루나, 의뢰인이 자신의 과제 내용에 적합한 컨설턴트를 선택하고, 구 체적인 컨설팅 형태와 방법은 컨설턴트와 의뢰인 협의로 결정하는 경우가 많았다. 개인 컨설팅 방식, 1개월 미만이 대부분이나, 1회성보다는 장기간에 컨설팅이 수행 되는 경우도 많고, 면대면 방식 이외에 이메일, 전화 등으로 방법이 다양화되고 있 다. 지원체제 측면에서 컨설팅장학 환류체제와 보상이 미흡하였다. 성과 측면에서는 컨설팅장학을 통해 의뢰인의 과제 해결이라는 직접적 성과와 더불어 전문성 개발과 교사 학교에 대한 실질적 지원이라는 궁극적 성과도 나타나고 있는 것으로 분석되 었다.

영문 초록

This study analyzes the practice and performance of consulting supervision based on consultants’ perception. To achieve the goal, this study administered a survey to a group of sampled consultants registered at school district offices nationwide. The practice of consulting supervision is divided into preparation, implementation, and support system, while the performance into direct and ultimate outcomes. Major findings are as follows. In the stage of preparation, as many teachers and master teachers were acting as consultant as superintendent and school administrators who have played the role of consultant traditionally. There exist wide variations in learning time among consultants and sizable portion of it is less than 5 hours. Pedagogically, they often rely on personal learning. At the level of implementation, clients consist of teachers with less experience and those who need to solve problems. They choose consultants suitable for their own problems. Logistics of consulting are often decided by collaboration between consultant and client. In terms of consulting methods, most cases are represented by personal and less than one month lasting. However, often is the case which last for a long period of time and communication methods are diversified such as email and phone call other than face-to-face meeting. With regards to supporting system, the study identified weak feedback and rewarding for consulting supervision. In terms of outcomes, it is analyzed that the development of professionalism and the ultimate supports for teachers and schools in addition to resolving the issues that teachers face.
