일본의 특수교육체제에 대한 비교교육학적 접근을 통한 국내 특수교육의 발전 방향 탐색

국문 초록

이 연구에서는 국내와 일본의 특수교육 체제를 양적으로 비교하고, 이러한 체제에 따른 교육적 성과를 졸업생들의 취업 현황 분석을 통해 알아봄으로써 양국의 특수교육 체제에 따라 어떠한 성과를 산출하고 있는지 알아보고자 하였다. 이러한 연구 목적을 위하여, 첫째, 양국의 특수학교 현황을 비교하고, 둘째, 양국의 특수학급 현황을 분석하였으며, 셋째, 특수학교 졸업생의 취업 현황 분석을 통해 성과적 측면을 조사하였다. 그 결과, 국내의 특수교육대상자 비율은 1.35%이었던 반면에 일본의 장애학생 비율은 3.0%에 이르렀다. 또한, 국내에 있는 특수학교의 수는 일본의 15.3%에 불과하였으며, 특수학급 외에도 일본의 경우에는 통급지도교실을 두어 학생들의 다양한 요구에 대응하고 있었다. 끝으로 일본의 특수학교 졸업생의 취업률은 29.4%로 국내보다 10%p 더 높은 취업률을 나타내어 성과적인 측면에서도 다소 우수한 것으로 나타났다. 양국의 특수교육 체제가 다르기 때문에 단순 수치만으 로 엄밀한 비교가 가능한 것은 아니겠지만, 국내적으로 보다 높은 특수교육적 성과를 위해서는, 장애학생 개개인의 지원 요구에 부응할 수 있는 정책적 지원과 배려가 필요하다.

영문 초록

The purpose of this study was to compare quantitatively the special education system in Korea and Japan and to analyze the educational performance of the system by analyzing the current status of graduates employment. For the purpose of this research, first, we compared the situation of special schools in the two countries, second, analyzed the status of special classes in the two countries, and third, we analyzed the performance aspect by analyzing the employment status of special school graduates. As a result, the proportion of students with special needs in Korea was 1.35%, while the percentage of students with disabilities in Japan was 3.0%. In addition, The number of special schools in Korea was only 15.3% in Japan. In addition to special classes, in Japan, there were resource rooms to meet various needs of students. Finally, the employment rate of special school graduates in Japan was 29.4%, which was 10% phigher than the domestic employment rate. However, in order to achieve higher special education performance domestically, it is necessary to provide policy support and care to meet the needs of individual students with disabilities.
