김대중 국민의 정부 과학기술행정체제의 분석

국문 초록

이 연구는 김대중 정부 과학기술행정체제의 특징과 변천을 고찰하였다. 이를 위해서 김대중 정부의 과학기술 관련 정부 기관 및 법률, 과학기술발전계획을 조사했다. 김대중 정부는 이전 권위주의정부와 김영삼 정부의 과학기술행정체제를 승계, 개편, 신설하며 보다 독립적인 과학기술행정체제를 구성하였다. 조사 결과 제도가 내재한 안정성이 발현되었다. 즉 김대중 정부 시기 지방과학기술진흥계획의 신설에도 불구하고 국가과학기술자문회의의 승계 및 과학기술처(→과학기술부), 국가과학기술장관회의(→국가과학기술위원회), 과학기술진흥법, 과학기술혁신을 위한 특별법(→과학기술기본법), 과학기술발전계획, 과학기술혁신 5개년계획(→과학기술기본계획), 전두환 및 노태우 정부의 장기발전계획(→2025년을 향한 과학기술 장기비전)의 개편이 전개되었다. 결국 제도적 신설보다 이전 정부의 제도적 승계 및 개편이 압도적 비중을 차지하였다. 연구 결과 제도적 측면은 변화 가능성이 작아서 이전시기의 제도적 측면을 승계하는 특성이 발현된 것으로 해석된다. 즉 이전 시기 제도적 측면이 김대중정부의 과학기술행정체제에 지속적인 영향력을 발휘한 것으로 평가된다. 그러므로 제도적 측면이 수립되면 그 구조는 안정성을 내재함으로써 정치 구조적 틀이 변해도 그 영향이 대규모적으로 발현되지 않는 것으로 분석된다. 따라서 혁신적 신제도 모색과 함께 이전 시기 제도의 합리적 요소를 중심으로 제도적 개선을 지향하는 다층적 접근이 바람직하다.

영문 초록

This study examined the characteristic and change of administrative system for science and technology(S&T) in Kim Dae-joong People’s Government period. This research surveyed administrative institute, law and development plan related to S&T in Kim Dae-joong People’s Government period. Kim Dae-joong People’s Government succeeded to, restructured, and set up administrative system for S&T which authoritative governments and Kim Young-sam Government had established and organized more independent administrative system for S&T. As a result of this survey, institution related to S&T involved stability. Kim Dae-joong People’s Government set up Promotion Plan for Regional S&T and succeeded to the Ministry of S&T and Presidential Advisory Council for S&T. Kim Dae-joong Government reorganized S&T Ministry, Minister Council for S&T into National S&T Commission and S&T Promotion Act and Special Act for S&T Innovation into Framework Act on S&T. Kim Dae-joong Government restructured development plan for S&T and Five-year Plan for S&T Innovation into Basic Plan for S&T and long-term development plan of Jun Doo-whan Rho Tae-woo government into Long-term Vision for S&T towards 2025. Eventually, institutional succession and reform held an overwhelming weight than institutional establishment. It is interpreted that as a result of this research, institutional aspect is not changeable so has a tendency to succeed to institutional aspect of previous age. That is to say, it is evaluated that institutional aspect which previous administrations had founded influenced administrative system for S&T of Kim Dae-joong Administration consistently. Therefore, if institutional aspect sets up, the structure involves stability. So even though political structure changes, the influence can not be revealed on a large scale. Accordingly, we must seek for multiple approach to find innovative system and reform system based on the reasonable factor of system.
