일제말기 전시 동원정책과 재조일본인의 식생활개선운동: 녹기연맹 부인부의 활동을 중심으로

국문 초록

본 연구는 일제시대 조선에 정착한 일본인 여성단체에 의한 생활개선운동에 주목하여 재조일본인이 조선총독부의 전시동원정책 실시에 있어 어떠한 역할을 하였는지 밝히는 것을 목적으로 한다. 재조일본인 츠다 세츠코가 이끌었던 녹기연맹 부인부는 초기에 민간단체로 조직되었으나 1937년 이후 조선총독부의 핵심적 통치 기치였던 내선일체 구현을 목적으로 조선민중을 대상으로 생활개선운동을 주도하였다. 점차로 이들은 당국의 전시정책에 대하여 측면지원에 머무르지 않고 식생활지침 수립 과정에 관여하여 사실상 식민정부의 전시식생활개선운동 전개에 있어 핵심적인 역할을 수행하였다. 이와 동시에, 조선 여성과 가정 영역을 대상으로 식생활개선정책을 보급 확산하는 실천적인 역할까지 수행함으로써 당국의 전시동원정책이 조선민중의 일상생활에 도달하는데 있어 중요한 ‘매개체’ 역할을 하였다. 즉, 조선총독부의 지배이념과 전시 생활개선정책이 조선 민중의 일상 영역으로 전달되어 실행되는 과정에서 재조일본인들은 중요한 역할을 수행하였다.

영문 초록

This study aims to disclose an important role of the Japanese settlers in colonial Korea played during the wartime mobilization policies by focusing on the movements for daily life improvement led by the women’s organization. The Green Flag League Women s Association which led by the Japanese female colonial settler, Setsuko Tsuda, was organized as a private organization in the earlier stage. But the association took the lead the movements for the daily life improvement for Korean people under the slogan of Japan and Korea as One which was the core ruling banner of the Japanese Government-General of Korea since 1937. In fact, they gradually played a key role getting involved in the establishment process of the dietary guideline wartime dietary improvement campaign of the colonial government, not only providing side support for the government’s wartime mobilization campaign. At the same time, they played their role as an important agent in practices of the government’s wartime mobilization campaign in Korean people’s daily life by their active propagation of the dietary life improvement policy spreading towards the Korean women and boundary of their family. In other words, Japanese settlers played as essential mediums in delivery of the ruling ideology and wartime life improvement policy of the Japanese Government General of Korea to Korean people’s everyday life.
