교육기부 개념에 대한 비판적 고찰

국문 초록

교육기부란 조건과 대가없이 공익을 위하여 자신이 가지고 있는 재능과 자산을 아무런 조건 없이 나누어주는 행위이다. 교육기부는 사회적 운동으로 확산되고 있는 교육기부는 기관 보유시설·프로그램 및 이를 가공한 교육자원을 제공하는 프로그램 기부에서부터 장비나 콘텐츠의 제공 또는 학생 동아리, 체험활동 등에 대한 물적·인적 지원, 강연, 멘토링, 지식봉사 등의 개인 재능기부를 모두 포괄하는 개념까지 확대되면서 개념상의 혼란이 있다. 최근 들어 교육기부가 형식적으로 운영되며 사회의 문화와 패러다임을 변화시키는데 한계가 있다는 지적이 제기되고 있다. 교육기부의 법적 근거에서는 나눔, 기부, 봉사 등으로 분산되고 있다. 이러한 결과에 따라 본 연구에서는 최협의적, 협의적, 광의적개념으로 교육기부의 재개념화를 시도하였다. 이를 위하여 지금까지 진행되어 온 교육기부 관련 연구, 주요 법령 사항을 둘러싼 쟁점사항 등을 점검하고 새로운 재개념화를 위한 시사점을 도출하며, 제도개선 방안을 제시하고자 한다.

영문 초록

Educational donation is an act that distributes talents and assets that you have for the public good without any conditions. Educational donation is spreading through social movement. Educational donation includes program donation providing institutional facilities and programs and processed educational resources, material and human support for provision of equipment and contents, student clubs and experience activities, lectures, mentoring , And knowledge and volunteer services, as well as personal talent donations. Recently, it has been pointed out that educational donations are formally operated and there is a limit to change the culture and paradigm of society. The legal basis of educational donation is distributed by sharing, donation, and service. Based on these results, this study attempted to re- conceptualize educational donations with the concept of coarse, cooperative and broad. To this end, we will examine the research related to education donation, issues related to major legislative matters, draw up implications for new re- conceptualization, and suggest ways to improve the system.
