국문 초록

세계화의 흐름은 국가의 개방화를 전제로 하여 정치, 경제, 사회, 문화 등 각 분야에서 개별국가들이 고착화하는 것을 파괴하고 국가 간의 교류 확대를 증대하여 국제관계에서 중앙정부나 지방자치단체가 그 주체가 되고 있다. 시대의 변화와 지역 간의 경쟁관계에서 지역 특성화를 통한 지방정부의 관광정책은 경제적․사회적 성장성과 효과성을 기반으로 지방자치단체의 전략산업으로 대두되고 있다. 본 논문은 정보화와 세계화로의 시대적 변화 상황에 맞추어 지방자치단체들의 관광도시로의 정책 개발과 효과적인 관광전략을 제시하고자 하였다. 1949년 작은 어촌 마을에서 우리나라 산업화에 중심이 된 포항시는 지난 반세기동안 산업화의 대동맥 역할을 한 도시로서 과거와 현재 및 미래가 공존하는 문화를 즐길 수 있는 쾌적한 공간을 조성하고 문화콘텐츠로 체험형 관광산업을 더욱 활성화시켜 지역경제의 활성화를 꾀하고 있다. 포항시의 관광개발과 관광전략을 기반으로 새로운 관광도시로서의 관광정책의 전망 및 관광개발전략을 모색하고자 한다. 우리나라의 지역별 자연환경과 특산물 등 특화된 관광 상품 개발과 지속적인 지역발전을 통한 지방자치단체의 삶의 질 향상과 관광도시로서의 정책적 인프라 구축은 물론 차별화된 마케팅 전략을 적극적으로 활용해야 할 것이다.

영문 초록

Globalization is destroying the fixation of individual countries in various fields such as politics, economy, society, and eruption on the assumption of openness, and national and local governments are becoming the main players in international relations through exchanges between countries. Local government s tourism policy through regional specialization in the changes of the times and the competition between regions is emerging as the strategic industry of local governments with its growth potential and economic and social effectiveness. In this paper, we propose policy development and effective tourism strategy of local governments as tourist cities in accordance with the changing situation of information and globalization. Pohang city, which was the center of industrialization in Korea in the small fishing village in 1949, played a major role in industrialization for the last half century. It created a comfortable space where the past, present and future can coexist with each other. To stimulate the local economy. Based on the tourism development and tourism strategy of Pohang city, we will explore tourism policy prospect and tourism development strategy as a new tourist city. It is necessary to actively implement differentiated marketing strategies and improve the quality of life of local governments through the development of specialized tourism products such as natural environment and special products in our region and construction of policy infrastructure as a tourism city.
