『공직가치』관련 직업윤리 확립을 위한 학교급별 교육 내용 체계화 연구

국문 초록

통계청에서 발간한 「2017 사회조사보고서」에서 13~19세 청년들이 가장 근무하고 싶은 직장은 중·고등학생은 국가기관, 대기업을 선호하고, 대학생 이상은 공기업, 국기기관, 대기업 순으로 나타났다. 그리고 그 이유로 불안정한 노동 시장으로 인해 적성이 아닌 직업 안정성에 따른 선호도라는 의견이 제시되었다. 그러나 공직업무 수행은 전문성과 봉사 정신을 토대로 일평생 헌신해야 한다는 점에서 공직가치를 이해하고 건전한 직업가치관을 함양하는 것이 매우 중요하다. 따라서 본 연구에서는 학교교육에서 ‘미래’의 예비 공직자들이 『공직가치』에 이해를 통해 자신의 적성을 발견하고 진로를 설계할 수 있도록 도울 수 있는 교육 내용을 체계화하는 데 그 목적이 있다. 이를 위해 선행 연구 및 정부부처 자료에 대한 검토를 통해서 공직자에게 요구되는 역랑과 가치를 도출하고 이를 범주화하였다. 즉, 대영역 4개(공직가치의 필요성, 윤리관, 국가관, 공직관), 중영역 12개(『공직가치』 이해, 공직의 이해, 공직의 가치, 공직과 청렴성, 공직과 도덕성, 공직자와 국가, 공직과 헌법, 민주성과 다양성, 공직과 책임성, 공직과 전문성, 공직과 공정성, 공직과 투명성)가 도출하고, 전문가를 대상으로 내용 타당도를 검증하였다. 이와 같이 본 연구에서 도출한 ‘미래’의 예비 공직자들의『공직가치』에 이해를 통해 다양한 직업 세계에서 공직에 대한 이해를 돕고 공직에서 요구하는 역량과 가치를 파악하여 자신의 진로를 탐색하고 설계하는 데 기초적인 정보를 제공할 수 있을 것으로 기대한다.

영문 초록

「2017 Social Survey Report」 and other previous studies have reported that the occupational preferences of students over public services or public authorities is on the increase due to their high job security rather than their own aptitudes and interests. Therefore, this study aims to provide and systematize the education to support future public servants to find their aptitudes and to develop their future career paths by raising their understanding about values of public services. For this, through the review of previous studies and data and records about government departments, this study has investigated the competences and values. With two exert councils, 4 factors (necessity of public service values, ethics, a view of state, a view of public services) and 12 sub-factors(understanding of public service values, understanding of public services, values of public services, public services and integrity, public services and ethics, public servants and a nation, public services and Constitution, democracy and diversity, public services and responsibility, public services and professionality, public services and fairness, public services and transparency) were deduced, and their validity was evaluated by experts. These findings of this study would be helpful for students to have a proper understanding about public services as well as values and competences they require so they could properly investigate and design their future career paths.
