국문 초록

이 연구에서는 미국 주(state)의 교육에 대한 연방정부의 적극적인 개입을 지지하는 민주당과 개입을 반대하는 공화당의 정치적 논쟁과 그 결과로 나타난 주요 연방 정부 교육지원 프로그램의 특성을 분석하였다. 1965년 민주당 주도로 제정한 초ㆍ 중등교육법 (Elementary and Secondary Education Act, ESEA 1965) 이후 2001년 민주ㆍ공화 양당의 합의에 의해서 탄생한 낙오방지법(No Child Left behind Act 2001 : NCLB)제정 과정을 통하여 교육지원정책을 둘러싼 논쟁과 접점을 찾아가는 과정은 국가단위 교육정책을 추진하는 우리에게 데 많은 시사점을 준다.

영문 초록

This study analyzes political debates and results between the Democrat Party with federal intervention and the Republican Party with the decentralization system since the founding of the United States. From the beginning of the Declaration of Independence through World War II, the federal government half-heartedly made financial supports. However, the government have supported the States in earnest since World War II. The Democratic government opened a turning point in supporting a common education by enacting the Elementary and Secondary Education Act of 1965(hereafter, ESEA 1965) in order to support the disadvantaged. ESEA 1965 had been attacked by the Republican Party. In addition, the Democrat Party had been enforced to not only accept School Choice and Standard Assessment Test but also do a policy switch of supporting all students. The No Child Left Behind Act of 2001 as a revision of ESEA was enacted as a result of a compromise between the Parties. The controversies and political compromises regarding the educational policy in the federal government in the United States give the implications in terms of the importance of equivalent policies of education
