The Yanomani and the Double Threat of the Bolsonaro Era: Human Rights Violations, Environmental Degradation, and the COVID-19 Pandemic

국문 초록

브라질 아마존과 원주민 특히, 야노마미는 수십년 동안 인간착취와 환경착취의 대상이 되어왔다. 야노마미가 직면한 폭력과 실존적 위협들은 특히, 현재 볼소나로 정부의 인권침해행위와 환경보호에 대한 적대정책으로 인해 그 어느 때 보다 커진 상황이다. 브라질 인권단체가 2019년도 말 국제 형사 재판소에 제출한 탄원서에 따르면, 볼소나로 대통령은 “인류에 대한 범죄를 저지르고, 토착민의 대량학살을 선동할 수 있는 환경을 조성하고 있다”라고 명시적으로 밝혔다. 본 논문은, 볼소나로 정부의 국가 주도적 인권침해와 그에 따른 책임을 이행하지 못한 것은 볼소나로 정권이 본 사안에 대한 정치적 책임의 부족을 반영한다고 주장한다. 따라서, 본 논문은 브라질 정부가 브라질 헌법 및 국제 인권 협약을 준수하도록 압력을 가하는 것을 촉구하는 바이다.

영문 초록

The Brazilian Amazon and its indigenous peoples, especially the Yanomami, have witnessed exploitation, both human and environmental, for decades. The violence and existential threats they face the Yanomami have been greater than ever, particularly undr the current Bolsonaro administration’s human rights violations and its hostility towards environmental protection. Brazil’s COVID-19 pandemic exacerbates the human rights problem. A petition submitted by the Brazilian human rights organization to the International Criminal Court (ICC) in late 2019 explicitly stated that the president Jair Bolsonaro has been “establishing a context of incitement to commit crimes against humanity and to commit genocide of the indigenous peoples” in Brazil (CADHu and ARNS 2019: 3). This paper therefore argues that the Bolsonaro administration’s state-led human rights violations and its failure to fulfill its responsibilities reflect a lack of political accountability. Finally, this paper further urges that the Brazilian government be pressured into compliance with the Brazilian constitution and international human rights treaties.
