시·도교육청의 혁신학교 정책 분석

국문 초록

혁신학교는 2009년에 경기도교육청에서 처음 도입한 후, 10년이 경과한 현재 대부분의 교육청에서 공통적으로 운영하고 있는 정책이 되었다. 이 연구는 지역의 대표적인 교육정책인 혁신학교 정책의 내용을 파악하고 종합적, 지역적 특성을 분석함으로써 혁신학교 정책의 현황에 대한 이해와 시사점을 제공하고자 한다. 이를 위하여 16개 시·도교육청의 2019학년도 혁신학교 계획 문서를 수집하고, 분석 항목은 혁신학교 명칭, 비전, 개념, 가치, 유형, 선정, 행·재정 지원, 구성원 역량 강화, 평가 등 9가지로 설정하여, 주요 내용을 체계적으로 분석하였다. 주요 연구결과는 다음과 같다. 첫째, 혁신학교 정책의 동형화 현상이 두드러지게 나타났다. 둘째, 혁신학교 정책 도입 시기에 따른 지역 간 시차가 나타났다. 셋째, 교육감의 성향에 따라 혁신학교 운영방식에 차이가 발생하였다. 넷째, 혁신학교의 구성원의 역량 강화와 지원은 주로 혁신학교의 교원을 대상으로 이루어지고 있다.

영문 초록

Innovative schools were first introduced by the Gyeonggi-provincial office of education in 2009, and 10 years have passed, and as a result, most municipal and provincial educational authorities have a common policy. This study provides an understanding and suggestions of the current state of innovative school policy by grasping the contents of the innovative school policy, which is a representative educational policy in the region, and analyzing the overall and regional characteristics. For this reason, we collected 16 municipal and provincial educational authorities’s 2019 innovative school plan and analysis contents were set up in nine categories : name of the innovative school, vision, concept, value, type, selection, financial support, member competency reinforcement, evaluation of innovation schools, and the main contents were systematically analyzed. The main findings are as follows: First, the isomorphism of innovative school policy was evident. Secondly, regional differences were revealed depending on when innovative school policy was introduced. Third, the method of operation of innovative schools also differed depending on the characteristics of the superintendent. Fourth, member competency reinforcement and support of innovative school members are mainly provided to teachers of innovative schools.
