‘경향점수매칭’을 활용한 BK21플러스사업 참여 대학원생의 학습성과 분석

국문 초록

본 연구는 최근 고등교육 정책의 핵심 관심 주제 중 하나인 BK21 플러스사업이 대학원생의 학습성과에 어떠한 영향을 미치는지를 분석하고자 수행되었다. 정부가 추진한 대표적인 인적자원개발 정책 사업인 BK21사업이 대학의 지원환경, 학생참여, 학습성과에 미치는 영향을 유사 실험 연구방법을 활용하여 분석하는 것은 고등교육 재정지원사업의 효과 분석은 물론 추후 계속될 사업 설계에 유의미한 시사점을 제공해 줄 수 있다. 이를 위해 본 연구에서는 2013년 BK21 플러스사업 미래기반 분야에 선정되어 2019년까지 계속 지원받은 341개 학과 중 경향점수매칭(PSM) 방법을 적용하여 비교집단으로 선정된 86개 학과를 대상으로 성과분석을 시도하였다. 분석결과, BK21 플러스사업 참여는 대학의 지원환경 개선에 효과적인 것으로 나타났다. 사업 참여 대학원생들의 능동적·협력적 학습과 학습량은 사업 미참여 대학원생보다 통계적으로 유의하게 높은 것으로 나타났다. 그러나 학생참여의 주요 하위 요소인 교수-학생 상호작용은 전반적으로 사업 참여 대학원생과 미참여 대학원생 간 통계적으로 유의한 차이를 보이지 않았다. 본 연구는 주요 분석결과에 기초하여 향후 BK21사업의 기획과 추진에 있어 고려해야 할 정책적 시사점을 제시하였다.

영문 초록

The purpose of this study is to analyze the effect of the Brain Korea21 PLUS(BK21) project on student engagement and learning outcomes in comparison with graduate students in between BK21 PLUS departments of universities and non-BK21 PLUS departments. In order to select the comparison group, the study employed the PSM(propensity scoring matching) method that is well known to be useful in reducing the sample selection bias. Samples include 43 departments of universities that have implemented the project for 7 years(2013~2019) Students from the BK21 departments show a higher level of university supportive environment which means giving variety programs such as scholarship and research supports from BK21 PLUS is on effect. In case of student engagement, Active and collaborative learning, quantity of learning show a higher level compared to students from non-BK21 departments. However there were no differences between two groups on indicator of faculty-student interaction. Learning outcomes also show higher level to students from BK21 PLUS departments both learning competency and research performance. The result reveal that BK21 PLUS project is making progress not only a students’s research performance but also the learning process of graduate students. Policy implications are suggested to consistently create and expand positive outcomes through the BK21 project.
