국문 초록

본 연구는 2018년 문화체육관광부의 문화도시 지정사업에서 예비문화도시로 선정된 10개 지자체의 사업계획서를 분석하고 문화도시의 취지에 부합하는 보다 발전된 거버넌스 방안을 제시하고자 했다. 문화도시의 핵심적 의제는 문화도시를 만들어가는 과정 자체가 문화가 되는 도시라고 할 수 있다. 이를 구현하는 방법으로 본고는 거버넌스의 구성요소 중 참여에 주목하고 각 지자체의 사업계획서에 나타난 거버넌스 관련 사업을 분석하였다. 분석 결과 4차 산업혁명으로 인한 빅데이터 관련 기술의 비약적 발전에도 불구하고 거버넌스 관련 사업의 대부분은 여전히 능동적 참여와 수동적 참여에 한정되어 있었다. 따라서 4차 산업혁명시대의 흐름에 부합하는 문화도시의 건설을 위해서는 소극적 참여를 고려하는 빅데이터 플랫폼에 의한 거버넌스 체계가 문화도시의 핵심사업 중 하나로 편입되어야 한다. 기존 거버넌스의 참여방식에서 고려되지 않았던 소극적 참여는 정책의사결정에 있어서 정부(지자체), 공공(추진기관), 시민단체에 이어 제4의 섹터로서의 기능과 더불어, 경우에 따라 중재자의 역할을 기대할 수도 있기 때문이다. 본고의 탐색적 제안을 계기로 하여 문화도시 건설을 위한 빅데이터 거버넌스의 구체적 실행방안에 대한 본격적인 논의가 이루어지길 기대한다.

영문 초록

The purpose of this study is to analyze the business plans of 10 municipalities that were selected as preliminary cultural cities in 2018 for the cultural city designation project of the South Korean Ministry of Culture, Sports and Tourism, and to propose a more advanced governance plan in accordance with the project objectives. The most important agenda of a cultural city is to make the city itself representative of culture. This paper focuses on the participation of the components of governance, and analyzes the governance-related projects in the business plan of each local government. In spite of the rapid development in big data-related technology due to the 4th Industrial Revolution, most of the governance-related projects are still limited to active or passive participation. Therefore, in order to construct a cultural city that keeps up with the trends of the 4th Industrial Revolution, a governance system based on the Big Data Platform needs to be adopted as one of the core businesses of the cultural city. This is because passive participation, which is not considered in the existing governance participation method, functions as the fourth sector in policy decision after the government (local government), the public (promoting agency), and the civil society. We hope that discussions will be on the concrete implementation of big data governance for cultural city development on the basis of the exploration proposal of this paper.
