‘역량담론’의 헤게모니와 대학교양교육의 방향

국문 초록

본 논문은 신자유주의 시대 이후 ‘역량담론’이 대학교육을 장악하고 있는 현실을 비판적으로 분석함으로써 신자유주의적 통치성의 원리와 ‘역량담론’의 헤게모니적 성격 간의 밀접한 상호관련성을 드러내고;신자유주의의 산물로서의 역량담론이 대학교육을 통해 주체 형성에 미치는 영향을 밝히는 것을 목적으로 한다. 이를 위해 신자유주의에 대한 미셀 푸코의 분석틀인 통치성 개념;그리고 안토니오 그람시의 헤게모니 개념을 방법론으로 삼았다. 신자유주의적 통치성은 외부로부터 작동하는 권력의 테크놀로지와 자기를 대상 으로 행사하는 자아의 테크놀로지 간의 상호작용을 통해 새로운 주체를 생산하려는 권력의 메커니즘을 의미하는바;이는 권력의 헤게모니가 피지배 집단에 대한 강제와 억압을 통해서가 아니라 동의와 설득에 의한 지배를 통해서 이루어진다는 점과 상통한다. 오늘날 대학교육을 거쳐 형성되는 기업가적 자아와 자기계발의 주체라는 새로운 인간상은 바로 이러한 신자유주의적 통치성에 기반한 권력의 헤게모니적 작동과정의 산물이라고 할 수 있다. 이러한 본고의 논의는 향후 신자유주의의 영향 아래 대학교양교육이 나아갈 방향성을 더 구체화하고 교양교육의 대안에 관한 본격적인 논의를 전개해 나가는 데 그 시사점이 클 것으로 기대된다.

영문 초록

The purpose of this study is to reveal the close interrelationship between the principle of neoliberal governmentality and the hegemony of competency discourse. It also endeavors to identify the effects of competence discourse resulting from the formation of subjects that occurs during university education by problematizing the reality that competence discourse has dominated university education since the neoliberal era. To this end, I use Michelle Foucault’s analysis of neoliberalism, the concept of governmentality, and Antonio Gramsci’s concept of hegemony in this analysis. Neoliberal governmentality refers to a mechanism of power that attempts to produce new subjects through the interaction between the technology of power exerted from an external source and also that which exerts force internally and on itself, which signifies the hegemony of power. This aligns with the fact that violence results from governance based on consent and persuasion, not that premised on mobilization. The new human image of an entrepreneurial self and self-development, which has developed through university education today, is the product of the hegemonic working process of power that is based on neoliberal governmentality. This discussion is expected to yield significant implications towards redefining the direction of university education under the influence of neoliberalism.
