수습교사제 도입의 필요성과 기대 효과에 관한 현장 교원의 인식 분석

국문 초록

신임교사의 교직 적응과 역량 강화를 위한 수습교사제에 대하여 본격적인 학술적·정책적 검토가 필요하다는 판단 하에, 이 연구는 수습교사제 도입의 필요성과 기대 효과에 관한 현장 교원들의 인식을 분석하였다. 이를 위하여 2018년 9-10월 서울시교육청 소속 공립 초·중등학교의 교원과 교육전문직원을 대상으로 설문조사를 실시하였다. 주요 연구결과는 다음과 같다. 첫째, 신임교사의 역량 강화에 대한 직전교육과 연수의 유용성을 분석한 결과, 임용학교에서 자체적으로 이루어지는 신임교사 대상 연수 프로그램과 대학에서 경험했던 교육실습에 대한 긍정적 인식 수준이 높게 나타나 신임교사의 역량 강화에 있어 실제 현장에서의 경험이 매우 중요하게 인식되고 있음을 알 수 있다. 둘째, 수습교사제 도입에 찬성하는 비중은 전체 응답자 중 약 60%로, 현장에서는 수습교사제를 비교적 긍정적으로 인식하고 있으며, 가장 선호하는 수습교사제의 유형은 ‘임용시험을 합격한 신임교사를 대상으로 이루어지는 시보단계로써의 수습교사제’였다. 한편, 수습교사제 도입과 그 기대 효과에 관한 인식은 교원의 직위에 따라 매우 유의미한 차이를 보였는데 특히 교장, 교감, 교육전문직원의 긍정적 인식 수준이 높게 나타났다. 셋째, 현장 교원들은 수습교사제 도입을 통해 신임교사의 효과적인 교직 적응에 필요한 ‘지원’이 제공되는 것과, 교직 부적격자를 최종적으로 선별하는 ‘평가’의 기능에 대한 복수의 기대를 가지고 있었으며 이와 관련된 다양한 쟁점이 나타났다. 이러한 연구 결과를 바탕으로 수습교사제 논의와 도입을 위한 시사점을 제시하였다.

영문 초록

Given the increasing importance to support novice teachers’ effective adaptation to dtheir new role, the purpose of this study is to examine school teachers’ perceptions on the needs to introduce the probation system and its anticipated impact in Korea. To achieve this research goal, this study used survey data that was conducted between September and October in 2018 on teachers and education administrators in the Seoul metropolitan region. The major findings of this study are as follows. First, in terms of the level of usefulness on previous education and training experience for strengthening novice teachers’ competences, on-site training at the appointed school and practicum experienced at pre-service teaching institution scored the highest among various programs which shows that having sufficient on-site experience is critical determining novice teachers’ adjustment. Second, approximately 60% of the total respondents agreed on implementing the probation teacher system and the most preferred type was the ‘probation system for new teachers who passed the final recruitment assessment’. On the other hand, the level of approval on introducing probation system showed significant difference depending on the respondents’ job rank, where principal, vice-principal and educational administrators showed more positive perception towards probation system. Third, it was found that school teachers and administrators hold multiple expectations towards probation system which include providing effective support function to the new teachers as well as screening unqualified teachers at the same time. Based on the results of these findings, this study provided discussion and policy implications.
