Ⅰ. 서론 1. 연구의 필요성 및 목적 □ 양성평등기본법 시행은 여성 관련 정책이 기존의 ‘여성발전’ 시각에서 벗어나 실질적 성평등 사회의 구현을 정책 방향으로 재설정한 것을 의미함. 이러한 정책패러다임의 변화는 성평등 관련 정책 영역의 전면적 확대, 강화를 예고함 □ 가족은 성역할 규범과 젠더의 권력관계가 작동하는 미시적 생활단위로, 기존의 젠더규범과 질서 변화가 요구되는 영역인 동시에 공적영역의 젠더관계 변화를 견인해 낼 핵심영역임. 그럼에도, 공적영역에서의 젠더불평등 구조 개선, 여성의 사회경제적 지위 향상 등을 위한 제도 도입과 정책 확대에 비해 최근 가족정책 영역에서는 성평등 실현을 위한 의제 논의나 구체적 실행전략 개발이 상대적으로 미흡하였음(김소영, 2015:53) □ 이는 거시적 관점에서 공적영역의 심각한 젠더불평등과 성차별 구조 개선을 위한 제도가 우선적으로 추진되어 온 정책 전개 맥락과 연관됨(김소영, 2015:53) - 가족은 미시적이고 사적인 영역으로 간주되면서 가족 내 불평등문제에 대한 정책적 개입은 구성원 개인들의 인식과 관계 개선의 차원에 머물고 있는 실정이며, 가사 및 자녀돌봄 등의 책임을 여성에게 전가하는 가족의 현실은 크게 변하지 않고 있음 □이처럼 불평등한 가족 현실이 지속됨에도 이를 가족구성원 개인들이 조정해야 할 문제로 남겨둘 경우 가족구성원의 긴장과 갈등이 고조되거나 가족을 구성하지 않는 선택이 증가할 가능성이 높아짐 - 혼인과 이혼, 출산 등에 대한 전통적 규범의 약화와 가족구성의 선택성 증가 등 개인화 경향이 점차 뚜렷해지는 한국 가족의 변화 특성에 비춰볼 때도 가족 내 불평등 해소는 향후 가족의 구성과 유지를 위해 해결해야 할 가족정책의 핵심 과제가 될 것으로 전망됨 □ 이러한 배경 하에서 본 연구는 성평등 패러다임으로의 전환이라는 변화된 정책 환경과 개인화라는 가족변화의 관점에서 가족정책의 이슈를 검토하고, 정책 방향과 과제를 새롭게 구성하는 것을 목적으로 함 2. 연구 내용 및 방법 □ 본 연구의 주요 내용과 방법은 다음과 같음 - 성평등 및 일가족양립 등 관련 선행연구 검토와 전문가라운드테이블 등을 통해 양성평등기본법 이 가족정책에 주는 시사점과 가족변화의 의미를 논의하고, 성평등한 가족정책 이슈를 제기함 - 가족, 젠더, 노동/시간 등 유관주제 전문가 50명을 대상으로 전문가 조사를 실시해 성평등한 가족정책 이슈의 적합성을 진단하고, 추진을 위한 정책 과제를 발굴함 - 2040세대 남녀 취업자(수도권 및 5대 광역시 거주자에 한정) 2,000명을 대상으로 시간사용 현황과 일-가족-개인생활 조화 욕구를 조사·분석 해 성평등한 일-가족-개인생활의 조화 방안에 대한 실체적 함의를 도출함 - 성평등한 일-생활 조화를 실현하기 위한 가족정책의 방향과 세부 과제를 모색함

영문 초록

With the enforcement of the Framework Act on Gender Equality, the realization of a de facto gender-equal society was redeclared to the whole nation. Under the circumstances, this research intends to examine expected changes in policy environment and changes in the family, which are usually explained by individualization, so as to draw issues of family policies, and to diagnose the reality and tasks of policy issues through surveys with experts and ordinary citizens as subjects, and thereby, determine the future direction and tasks of family policies. Specifically, the implications of the Framework Act on Gender Equality on family policies and the meaning of changes in family were discussed to draw issues related to policies on gender-equal family. On top of that, a diagnosis was made with a survey of experts on the direction and tasks of family policies. Plus, with regard to the balance between gender-equal work, family and individual life, another survey was conducted with those employed who are in their 20s thorough 40s as subjects to grasp their current status of spending time and balance between work, family, and individual life. The results of the surveys were analyzed and the implications were discussed to suggest policy tasks for gender-equal family.To achieve the purposes of this research, the existing researches on gender equality and family, those on work-family balance, time spending, and family friendliness, current legislation concerning policies on family and gender equality, and relevant data were collected for study. In addition, with a view to examine the future direction and tasks of family policies, a survey of experts and a survey of those in their 20s through 40s on their use of time, work, and life were conducted; and round tables of experts and consultation meetings were held a total of nine times. The enforcement of the Framework Act on Gender Equality in 2015 offered the opportunity to reaffirm to the whole realm of the society the value of implementing a de facto equal society through the improvement of social structure that causes gender inequality, honoring individuals and guaranteeing their rights, and equal participation and sharing responsibilities. This occasion also highlighted the necessity for the family to value each of its members and become a place where the right of an individual member is guaranteed, and thus suggested that family policies henceforth should be restructured in the direction of supporting the rights of each member(individual) of the family. This orientation of policies should also be reflected as policies for gender-equal participation under the Framework Act on Gender Equality in supporting work-family balance. For the realization of balance between gender-equal work, family and individual, structural improvements, particularly improvement in the structure of labor hours, are required. In this respect, future family policies need to highlight as key policy issues improvement of structural conditions in the direction of guaranteeing time resources for each family member (individual) and sociocultural support for resolving inequality in the distribution of guaranteed hours.
