국문 초록

1. 서론 가. 연구배경 및 목적 □ 여성발전기본법 이 양성평등기본법 으로 전면 개정된 이후 양성평등정책에서 남성에 대한 관심이 증가하고 있음. □ 그러나 기존에 추진해 왔던 여성정책과 어떠한 방식으로 관계를 설정하고, 어떠한 목표에 기반하여 남성을 정책 대상으로 포괄할 것인지에 대한 논의는 미흡한 실정임. □ 성평등과 남성, 정책에서 남성 통합을 위한 보다 체계적이고 본격적인 논의가 필요한 시점임. □ 다른 한편, 유엔과 유럽연합을 비롯한 국제기구에서는 2000년대 중반 이후 성평등에서 남성을 어떻게 통합할 것인지에 대한 논의가 중심적 의제로 부상하여 이와 관련된 다양한 활동들이 전개되고 있음. □ 이 연구는 국제적으로 전개되고 있는 성평등과 남성 관련 활동의 흐름과 정책 분석에 기반하여 양성평등기본법 하에서 남성을 어떻게 정책 대상으로 포괄할 것인지에 대한 정책 논리를 구성하고, 향후의 정책 방향과 과제를 탐색하고자 함. 나. 연구내용 □ 이 연구의 주요 내용은 크게 네 가지 임. □ 첫째, 국제사회에서 ‘성평등과 남성’ 의제의 도입과 확산, 그리고 현재의 동향을 검토하고, 국제기구의 회원국에 대한 권고를 분석하여 정책의 방향과 영역에 대한 시사점을 도출함. □ 둘째, 친여성주의, 비판남성학의 학술적 연구에 기원을 두고 있는 국제기구의 논거 및 이에 기여한 학자들의 논의에 기반하여 성평등 정책에서 남성 통합을 위한 논리를 도출함. □ 셋째, ‘성평등과 남성’에서 중요하게 다루어지는 의제 영역별로 해외의 국가정책 또는 민간단체의 사업을 분석하고 시사점을 도출함. 반폭력, 교육, 부성, 남성건강, 남성 지원 서비스, 정책형성기반 등 6개의 영역별로 2~3개의 사례를 선정하여 분석함. □ 마지막으로 이상의 논의를 종합하여 ‘양성평등정책’의 개념을 정의하고, 한국의 양성평등정책에서 남성 통합을 위한 정책방향과 과제를 제안함. 다. 연구방법 □ 주된 연구방법은 문헌연구임. □ 성평등에서 남성 통합을 위한 이론적 논리를 구축하기 위해 ‘성평등과 남성’을 주제로 한 학술적 연구를 검토 했으며, 유엔, 유럽연합, 국제민간단체, 개별 국가 차원에서 생산된 자료들을 수집하여 분석했음. □ 구체적으로 전세계 국가들에서의 성평등 정책과 방향에 중요한 영향을 미치고 있는 유엔과 유럽연합의 활동방향과 논의를 검토하고 이러한 논리에 부합하여 세계 각국에서 추진되고 있는 정책 사례를 영역별로 구분하여 분석함. 2. 국제적 성평등 의제로서 성평등과 남성 가. 유엔: 성평등의 파트너로서 남성의 역할 증진 □ ‘성평등과 남성’은 1990년대 중반에 등장하여 2000년대 중반 이후 성평등과 관련된 유엔의 중심적 의제가 됨. □ 2004년 제48차 유엔 여성지위위원회(CSW: Commission on the Status of Women)의 회의에서 ‘성평등에서 남성의 역할’이라는 주제가 포괄적이고 심도있게 다루어졌으며, 회의 결과 합의문이 채택됨. □ 최근 유엔여성 성평등 계획, 2014-2017(UN-Women Strategic Plan, 2014-2017: Making this the Century for Women and Gender Equality) 은 성평등을 위한 전략의 핵심 원칙 중 하나로 여성의 권리와 성평등을 위한 파트너로서 남성과 소년의 중요한 역할을 인식하는 통합적 접근이 필요하다고 제안함. □ 2014년부터 전개되고 있는 유엔여성의 ?히포쉬(HeForShe) 캠페인?은 이러한 문제인식 하에서 이루어지고 있는 양성평등에 대한 새로운 접근임. 나. 유럽연합: 성평등을 위한 남성의 역할 변화 □ 유럽연합에서 남성과 성평등에 대한 관심은 주로 자녀양육 등 남성의 가족 내 역할 강화에 초점을 맞추어 출발했으나, 점차 포괄적이고 광범위하게 정책 이슈를 확대해 나가고 있음. □ 2007년 11월 유럽회의는 남성과 성평등에 대한 합의문(Council Conclusions on men and gender equality)을 발표함. □ 유럽연합집행위원회(European Commission)의 ??2010-2015 성평등 기본계획(Strategy for equality between women and men 2010-2015)??은 성평등에서 남성 참여를 수평적 이슈(horizontal issues)로 다루고 있음. □ 2010년 이후부터 남성과 성평등을 위한 정책과 전략을 발전시키기 위한 포괄적인 연구와 의견수렴을 위한 활동이 활발하게 이루어지고 있음.

영문 초록

Introduction Research Background and Purpose This is an exploratory study of the policy logic and suggestions for incorporating men into gender equality policy grounded on the Framework Act on Gender Equality. Since the Framework Act on Women’s Development was fully amended to the Framework Act on Gender Equality, there has been a growing interest in a new direction for the gender equality policy in Korean society. However, no social consensus has been formed yet on what gender equality means. In this situation, the society has also taken a greater interest in men from the stance that because women’s policy in the past had only women as its policy targets, gender equality policy should include not only women but also men. Nevertheless, there is still a lack of discussion about the manner of setting the relationship between gender equality policy and existing women’s policy and about the goals to base gender equality policy when encompassing men in its policy targets. Considering social expectations from the name change from women’s policy to gender equality policy, now is the time to make more systematic and earnest discussions for gender equality and men and for incorporating men into gender equality policy. In this background, this study aims to build a policy logic about how to include men in policy targets under the Framework Act on Gender Equality and to explore policy directions and issues based on this logic. Specifically, this study reviewed directions of activities and discussions of the United Nations and the European Union as they have a momentous impact on the gender equality policies and directions of countries around the world. Then, in compliance with this logic, the study analyzed cases of policies being implemented in many countries. The study identified policy implications from these cases and attempted to provide ideas of suggestions for implementing policies in South Korea. The study is also expected to contribute to clarifying the issues over what is the gender equality that we should pursue and what policy efforts are required to be made to do so, going beyond the wasteful debate primarily over the terms related to “equality between men and women” and “gender equality.” Research Contents and Methods This study has largely the following four contents: First, it reviewed the introduction and dissemination of the agenda “gender equality and men” in the international community and the current trends, and analyzed recommendations of the international organizations to their member states to identify implications for policy directions and areas. Second, it identified logic for incorporating men in the gender equality policy based on the grounds for the argument of the international organizations originating from the academic studies of pro-feminism and critical studies of men and masculinities as well as from discussions of scholars contributing to these studies. Third, it analyzed overseas national policies and projects of global-non-profit organizations by agenda area that is addressed in “gender equality and men” and identified their implications. The study selected two to three cases from six areas, including anti-violence, education, fatherhood, men s health, support services for men, and basis for policy making, and then conducted an in-depth analysis. Last, putting all the above-mentioned discussions together, the study defined the concept of gender equality policy and presented policy directions and suggestions for incorporating men in Korea’s gender equality policy. The main research method is literature review. To build theoretical logic for incorporating men in gender equality, this study reviewed academic studies with themes on “gender equality and men,” and collected and analyzed data produced by the United Nations, the European Union, private international organizations, and individual nations.
