국문 초록

국방 연구개발 사업은 장기간에 걸쳐 막대한 예산이 투입되며, 특히 연구개발 되는 국방 무기체계의 경우 개발에서부터 전력화까지 최소 8년 이상의 많은 시간이 소요되는 만큼 최초 소요제기 당시에는 적합한 기술이라고 생각했던 부분이 시간이 지나고 사업화가 진행될수록 시대에 맞지 않는 신뢰성과 안정성이 보장되지 않는 기술로 변하는 경우가 많이 발생한다. 장기간의 개발과정에서 기술의 발전 추세에 맞게 적응형으로 신기술을 접목시켜 나가지 않는다면 완전히 개발이 종료되었을 때는 기술 진부화와 운용성이 떨어지는 무기체계를 군에 보급시킬 수 밖에 없게 된다. 이러한 부분을 방지하기 위해서 국방 정책적으로 시험평가의 절차를 거쳐서 군에서 요구하는 기능과 기술들이 적용된 무기체계가 도입될 수 있도록 노력을 다하고 있으나 현실적으로 중간에 적시적인 수정 보완이 쉽지 않은 획득 프로세스와 시험평가체계로 인하여 어려운 것이 현실이다. 따라서 신규 무기체계에 적용 가능한 적응형 시험평가 실시를 제안하고자 한다. 예를 들어, 각 개발 및 연구단계에서 적응형 시험평가를 실시하여 최근 이슈화되고 있는 제4차 산업혁명의 주요 기술들인 IoT, Bigdata, AI 등의 적용 가능성을 평가하고 반영한다면 정예화되고 발전적인 국방 전력건설에 기여가 가능할 것으로 기대된다.

영문 초록

In the case of defense research and development projects, a huge budget is invested over a long period of time. Especially, in the case of research and development of defense weapon systems, it takes at least 8 years from development to power generation. As time goes by and commercialization progresses, there are many cases of changing to technology that does not guarantee reliability and stability that is not appropriate for the times. If long-term development process does not adapt the new technology adaptively to the development of technology, when the development is completed, it will be forced to supply weapon systems with less technology obsolescence and less operability to the military. In order to prevent these problems, the government is making efforts to introduce weapons systems that apply the functions and technologies required by the military through the process of test evaluation through defense policy. The reality is difficult because of the system. Therefore, we propose to conduct an evolutionary test evaluation applicable to the new weapons system. For example, an evolutionary test evaluation is conducted at each stage of development and research to evaluate the applicability of IoT, Bigdata, and AI, the major technologies of the fourth industrial revolution, which are currently being discussed.
