도이 머이(Doi Moi) 이후 베트남 교육에 관한 고찰

국문 초록

이 연구는 도이 머이 이후 베트남 교육의 전개 양상을 살펴보는데 목적이 있다. 도이머이를 통해 교육에 나타난 변화의 주요 내용으로는 단선형 학제가 정립되었다는 점이다. 과거 지배계층의 자녀들에게 우선적으로 고등교육의 기회가 제공되었으나, 단선형 학제를 통해 누구나 다양한 경로로 대학 진학이 가능하게 되었다. 또한 베트남 교육법에 외국과의 교육적 교류협력에 관한 조항을 명시함으로써 학교경영, 교사양성, 교육과정과 교육방법에 있어 다양성을 모색할 수 있게 되었다. 그리고 중앙집권적 교육행정 체제에서 분권적 의사결정 체제로의 전환을 위한 토대가 마련되었다. 무엇보다 국가 발전을 위한 도구적 성격의 교육에서 자아실현을 위한 본연의 가치를 추구하는 교육으로의 목표가 전환되었다. 그럼에도 불구하고 인접한 개발도상국들과 비교해 볼 때 고등학교 진학률이 현저하게 낮다는 것이 한계점이다. 따라서 우선적으로 고등학교 취학률 향상을 위한 방안이 모색되어야 할 것이다. 또한 초등학교의 학급 당 인원수를 감축함으로써 학생 참여 중심의 교육 방법을 적용하고, 나아가 초등교육의 질 향상을 위한 다양한 노력이 기울여 져야 할 것이다.

영문 초록

This study aims to look at the development of education in Vietnam since Doi Moi. One of the major changes in education through Doi Moi is the establishment of a single ladder system. In the past, students of the ruling class were given priority opportunities for higher education, but through the single ladder system, anyone could enter college on a variety of routes. In addition, by specifying provisions on educational exchange and cooperation with foreign countries in the Vietnamese Education Act, diversity in school management, teacher training, curriculum and teaching methods could be sought. And the foundation was laid for the transition from a centralized educational and administrative system to a decentralized decision-making system. Above all, the goal of education, which seeks its original value for self-realization, has been shifted from an education of tooling nature for national development. Nevertheless, the limitation is that the rate of high school entrance is remarkably low compared to neighboring developing countries. Therefore, first of all, efforts should be taken to improve the high school attendance rate. Also, various efforts will be made to improve the quality of primary education by applying student participation-oriented education methods by reducing the number of students per class in elementary schools.
