국민 청원 데이터를 통해 본 주요 개혁 이슈

국문 초록

본 연구는 청와대 국민 청원 페이지에 2017년 8월 19일부터 2018년 3월 31일까지 등록된 청원 데이터를 대상으로 분야별, 시기별로 주요 이슈를 분석한 것이다. 분석 데이터는 웹크롤링으로 수집하였다. 분석 방법은 청원 페이지의 17개 분류 기준에 따라 데이터를 분류한 후 텍스트 마이닝을 활용하여 각 영역별 주요 단어를 도출하였다. 그리고 주요 단어 간의 맥락을 파악하기 위하여 의미연결망 분석을 하였다. 분석 결과, 특정 사안에 대하여 집중적으로 등록된 청원의 경우 전 정부에 대한 비판과 사회적 이슈에 대한 국민들의 반응이 높았다. 특히 정치개혁과 인권 및 성 평등 분야에 대한 국민 청원이 가장 많아 탄핵 이후 시민들은 새롭게 선출된 대통령의 사회 전반의 개혁 과제로 기존 권력의 개혁과 더불어 사회적 약자를 위한 정책 수립을 요구하고 있었다. 그러나 국민청원 게시판이 국민들의 모든 불만의 소통 창구로 운영되는 것은 문제로 파악되며, 이러한 문제를 해결하기 위해 국민의 다양한 요구들을 국회나 지방정부가 함께 할 수 있는 방안 모색이 필요하다.

영문 초록

This study analyzes major issues by sector and period, from the petition data registered from August 19, 2017 to March 31, 2018 on the Cheong Wa Dae National Petition Page. Analytical data was collected by web crawling. The data were classified according to the 17 classification criteria of the petition page and the main words were extracted by text mining. And we used semantic network analysis to identify the context between the main words. As a result of the analysis, in the case of petitions registered intensively on specific issues, public reaction to criticism and social issues of the previous government was high. In particular, the national petition for political reform, human rights and gender equality has been the most demanded, and as a new president s reform task after the impeachment, reform of existing power and the establishment of policies for the socially weak have been demanded. However, it is a problem that it is operated as a communication window for all complaints of the people, and it is necessary to search for a way for the national assembly or the local government to meet various demands of the people.
