유아교육정책의 이념적 지향과 실천 과제에 대한 사립유치원 원장의 인식 분석

국문 초록

본 연구는 유아교육정책의 이념적 지향과 실천 과제에 대한 사립유치원 원장의 인식과 요구를 탐색하여 향후 유아교육 정책의 발전 방향성을 가늠해 보는데 목적을 두고, 연구의 목적을 달성하기 위해 사립 유치원장 7명을 연구 참여자로 선정하였다. 연구 일정은 4월 16일 안내문 발송부터 시작하여 5월 27일 기초자료를 수집하고, 6월 22일 전사본에 대한 정리를 완료하였다. 교육부의 공공성 강화를 통한 유아교육혁신방안을 중심으로 유아교육정책에 대한 포커스 그룹 인터뷰를 진행하고 질적 분석을 실시한 결과, 유아교육정책의 이념적 지향과 실천 과제라는 2개 주제의 8개 상위 범주와 13개 하위 범주를 도출하였다. 첫 번째 주제는 유아교육정책의 이념적 지향으로 학습자 중심의 교육과 평생교육 관점, 국가의 책무성이라는 3개의 하위 범주가 도출되었고, 두 번째 주제는 유아교육정책의 실천 과제로 공공성 지향, 교육지원 체계, 보육 및 교육비 지원, 교육운영 방법, 누리과정의 5개 하위범주가 도출되었다. 본 연구에서 도출된 유아교육의 이념과 실천과제들은 전 세계적인 흐름 및 방침과 일맥상통하고, 향후 유아교육 정책을 추진함에 있어 다양한 관점을 살피는 것이 필요하다는 결론과 시사점을 얻을 수 있었다.

영문 초록

This study aims to gauge the development direction of future early childhood education policies by exploring the awareness and demand of the principals of private kindergarten on the ideological orientation and practical tasks of the recently announced early childhood education policy. To achieve the purpose of this study, seven private kindergarten principals were selected as research participants and focus group interviews on early childhood education policies were conducted. The research schedule began with the dispatch of the notice on April 16 and collected the basic data on May 27 and completed the organization of the transcription on June 22. And qualitative analysis was conducted with the focus on the Ministry of Education s reform plan for early childhood education through strengthening publicity. According to the study, eight top categories and 13 subcategories under the two themes of ideological orientation and practical tasks of early childhood education policy were derived. The first topic was the ideological orientation of the early childhood education policy, which resulted in three subcategories: learner-oriented education, lifelong education perspective, and the accountability of the country. The second topic was the implementation tasks of the early childhood education policy, in which five subcategories of the method of publicity orientation, education support system, child care and education cost support, education operation method and Nuri curriculum were derived. The ideas and practical tasks of early childhood education derived from this study were in line with trends and policies around the world, and we could obtain the conclusion and implications that it was necessary to look at various perspectives in the promotion of early childhood education policies in the future.
