국문 초록

본 연구는 학교와 마을 연계 기반 마을교육공동체의 운영에서 나타난 환경적 특성을 분석함으로써 제주지역의 마을교육공동체 구축의 방안을 제안하는데 목적이 있다. 이를 위한 연구방법으로 질적사례연구방법을 선택하였으며, 연구참여자로 교육청 담당자, 중간지원조직 담당자, 제주지역 마을교육공동체에 참여하는 학교와 마을활동가를 선정하여 인터뷰를 실시하였다. 연구의 분석틀로서 Hoy와 Miskel(2013)의 학교사회체제모형의 투입요소를 재구성하여 환경적 제약, 인적·물적 자원, 교육거버넌스, 교육과정으로 분석하였다. 본 연구에 대한 분석을 바탕으로 제주마을교육공동체 구축 방안을 첫째, 교육청과 지자체 간의 수평적 거버넌스의 구축, 둘째, 구성원들의 참여를 통한 마을교육공동체 계획의 수립, 셋째, 마을교육공동체에 대한 인식 개선과 교육으로 제안하였다. 이러한 결과는 제주지역의 특성을 반영한 제주마을교육공동체 운영으로 제주교육혁신과 교육자치 발전에 기여할 것으로 기대된다.

영문 초록

The purpose of this study is to propose a plan for establishing a village education community in the Jeju region by analyzing the environmental characteristics that emerged from the operation of a village education community based on the connection between schools and villages. The qualitative case study method was selected as the research method for this, and interviews were conducted by selecting the person in charge of the Office of Education, the intermediate support organization, the schools, and village activists as participants who participated in the village education community. As an analysis framework for the study, the input elements of the school social system model of Hoy and Miskel(2013) were reconstructed and analyzed into environmental constraints, human and material resources, educational governance, and curriculum. Based on the analysis of this study, the plan for establishing the Jeju village education community is proposed as follows: first, establishment of horizontal governance between the Office of Education and local governments, second, establishment of village education community plan through participation of members, and third, improvement of awareness and education of village education community. This is expected to contribute to Jeju education innovation and educational autonomy development by operating the Jeju Village Education Community that reflects the characteristics of the Jeju region.
