남쿠릴열도 문제와 러시아와 일본의 역사교과서

국문 초록

본 연구는 남쿠릴(북방영토) 문제에 대한 일본과 러시아의 교과서들을 분석하여 그것이 영토문제의 평화적인 해법보다는 상호 불신과 갈등을 심화시키는 기제가 되고 있음을 지적하는데 그 목적이 있다. 남쿠릴 열도란 현재 러시아가 실효적으로 지배를 하고 있는 일본 홋카이도[北海道] 북서쪽의 하보마이[歯舞群島], 시코탄[色丹 島], 구나시리[國後島], 에토로 후[択捉島] 4개 섬을 말한다. 이를 둘러싼 러일 양국의 영토교육이 애국주의적 역사인식을 강화시키는데 일조하고 있다는 점을 감안할 경우, 남쿠릴 문제는 해결가능성이 불투명해 보인다. 그럼에도 남쿠릴 문제는 독도문 제와 유사한 구조를 갖고 있고 상호 연동되고 있기 때문에 일본의 영유권 요구의 불법성을 지적하고 효율적인 대응논리 개발을 위해서라도 지속적으로 살피고 연구해 야할 비교의 대상이라 할 수 있다. 이에 본 연구에서는 첫째, 미국과 소련이 제2차세계대전 당시 침략국 일본에 맞서 동맹관계를 수립했음에도, 전후 냉전체제의 수립과 더불어 갈등과 대립 관계로 변화 하는 과정을 남쿠릴 열도에 초점을 맞춰 살펴보았다. 둘째, 이 문제가 일본과 러시아 양국의 역사교과서에 어떻게 서술되어 교육되고 있는지 분석하였다. 그 결과 남쿠릴 문제에 대한 러일 양국의 교과서는 이 문제에 대한 평화적인 해법 찾기를 가르치기 보다는 오히려 애국주의와 자국 이기주의를 부추겨 내부적 결속을 강화하는 기제로 활용되고 있음을 알 수 있었다. 따라서 가칭 “동북아시아역사교육위원회”와 같은 국제 협력조직을 만들어 민족주의와 애국주의적 교과서 서술을 지양하고 지역 협력과 평화를 전망할 수 있는 공동연구와 저술을 지원할 기구의 창설이 필요하다.

영문 초록

This study focuses on the Southern Kuril Islands as a territorial issue between Russia and Japan, which was resulted from the regime change of post war plan. Given that territorial education in both Russia and Russia is helping to strengthen the perception of patriotic history, the possibility of solving the South Kuril problem seems unclear. Nevertheless, since the South Kuril problem has a structure similar to that of the Dokdo issue and is interrelated with each other, it can be said that it is the object of comparison that must be constantly examined and studied for the purpose of developing an efficient response logic, pointing out the illegality of Japan s sovereignty claim. In this study was surveyed following points. 1) Even though the US and the Soviet Union established an alliance against Japan during World War II, it was reflected the change of co-relationship between US and Soviet Union on the issue of Southern Kurils which became deteriorated with the beginning of the Cold War. 2) It was analyzed how it was narrated and taught in the history textbooks of both Japan and Russia. As it could be seen that the textbooks of the two countries on the Southern Kuril problem were used as a mechanism to encourage patriotism and nationalism rather than teaching peaceful solution to this problem. Therefore, it is necessary to establish an international organization tentatively named Northeast Asian History Education Committee , which should not only to surmount nationalism and patriotic narrative in the textbooks, but to support joint research of scholars for regional cooperation and peace.
