교원들의 인식 변화를 통해 본 교원 보수체계의 운영방향

국문 초록

교원 보수체계에 대한 2000년과 2017년도 교원들의 인식을 비교 분석함으로써 교원 보수체계의 바람직한 운영방향을 제시하는 데에 목적이 있다. 본 연구결과 다음과 같은 사실을 밝혀졌다. 첫째, 교원들은 2000년에 비해 2017년 현재 교원의 보수수 준에 더 만족하였고, 단일호봉제에 대해서는 2000년과 2017년 현재 찬성하는 비율이 거의 비슷한 경향을 보였다. 둘째, 교원의 전문성 신장을 위해서 2000년에는 교원 보수체계의 개선이 가장 강조되어야 한다고 인식한 반면, 2017년에는 교원 승진체계가 가장 강조되어야 한다고 인식하였고, 성과급의 교직의 전문성 향상에 기여 정도에 대해서는 2000년보다 2017년 현재 부정적으로 인식하는 경향이 더 높았다. 셋째, 임금피크제 도입과 교원 보수의 지역별 차별화 방안에 대해서는 2000년보다 2017년 현재 반대하는 경향이 높았고, 교원의 전문성 신장 방안에 대해서는 2000년보다 2017 년 현재 교원의 주당수업 시수 반영이 우선적으로 추진해야 할 과제라고 인식하는 경향이 높았다. 따라서 교원들이 교원 보수체계에 대해 인식의 변화를 보이고 있는 것을 볼 때, 현재 시행 중인 교원 보수체계의 조정과 교원의 전문직 특성을 반영하는 보수 체계로의 전환이 시급한 것으로 보인다.

영문 초록

The purpose of this study was to examine the awareness of teachers on the teacher pay system in 2000 and 2017 in an effort to suggest some of the right directions for the management of the teacher pay system. The findings of the study were as follows: First, the teachers investigated were more satisfied with their present pay levels in 2017 than with those in 2000. As for single salary schedule, there was a tendency that approval rating for this system was smaller in 2017 than in 2000. Second, they thought in 2000 that the improvement of the teacher pay system should be emphasized most to step up the professional development of teachers, whereas they placed the highest importance on the teacher promotion system in 2017. Concerning the contribution of performance award for the professional development of the teaching profession, they tended to take a more dim view of it in 2017 than in 2000. Third, as to the introduction of salary peak and plans for the regional differentiation of teacher pay, there was a tendency for them to be more opposed in 2017 than in 2000. Regarding how to enhance the professionalism of teachers, they had a more tendency to give top priority to reflecting the number of classes per week in 2017 than in 2000. Given the findings of the study that there were changes in the way the teachers looked at their pay system, it seems urgently required to adjust the current teacher pay system, and the kind of pay system that reflects the characteristics of the teaching profession seems necessary.
