17개 시·도 교육청 교육복지우선지원사업의 운영 현황 및 유형 분석

국문 초록

본 연구의 목적은 17개 시‧도 교육청의 교육복지우선지원사업의 기본현황 자료를 토대로 군집분석을 하여 각 시‧도 교육청의 유형을 구분하고 그 특성을 파악하고자 하였다. 연구방법은 교육복지우선지원 사업의 운영현황에 따른 유형을 살펴보기 위해 2017년 17개 시·도교육청에서 제시한 사업의 대상학교 수, 대상학생 수, 담당인력 수, 예산을 4개의 변수로 선정하여 군집분석을 실시하였다. 연구결과 17개 시·도의 교육복지우선지원사업 운영 현황이 4가지 유형으로 구분되었다. 구체적으로 1)교육복지우선지원사업 대상학교 및 학생이 많고 예산 및 인력 지원이 높은 지역, 2)교육복지우선지원사업 대상학교 및 학생 규모가 상대적으로 중간 규모이면서 대상학생에 대한 예산이 상대적으로 높은 지역, 3)교육복지우선지원사업 대상학교 및 학생은 타 시·도에 비해 중간 이하지만 교육복지우선지원사업 담당인력 및 인건비 관련 예산이 상대적으로 높은 지역, 4)교육복지우선지원사업 대상학교 및 학생 규모도 적고, 예산 및 인력도 적은 지역으로 구분된다. 향후 교복우 사업의 정체성을 확립하고 지역적 격차를 최소화 하기 위해서는 중앙정부차원의 성과관리 시스템 구축, 안정적인 예산 및 인력 확보를 위한 기반 마련 등이 필요 할 것이다.

영문 초록

The purpose of this study was to identify the types of education offices and identify their characteristics by analyzing the clusters based on the basic status data of education welfare priority support projects of the 17 cities and provinces. In order to look at the types of projects under which education welfare priority support projects are operated, the number of target schools, target students, number of personnel in charge of projects suggested by 17 municipal and provincial education offices in 2017 was selected as four variables to conduct a cluster analysis. According to the research, the current status of education welfare support projects in 17 cities and provinces has been divided into four types. Specifically, 1) schools subject to education welfare priority projects and regions with high budget and manpower support, 2) schools subject to education welfare priority support projects and 2) schools with relatively medium size and relatively high budget for target students, 3) schools subject to education welfare priority support projects and students are intermediate compared to other schools, but with relatively high budgets for education welfare priority support projects, 4) students with relatively small budget and budget support projects. In order to establish the identity of the school welfare business in the future and minimize the regional gap, it will be necessary to establish a performance management system at the central government level, and to lay the foundation for stable budget and staffing.
